Water Supply & Contracts Manager

Section 1 – Position Summary
The Water Supply & Contracts Manager is responsible for continual planning efforts related to future water resource alternatives to meet the District’s needs now and into the future. This position initiates and directs studies to evaluate a wide range of water resource alternatives, participates in long-range water supply planning efforts, and works collaboratively with internal and external stakeholders. This includes developing agreements with other agencies or water purveyors and obtaining permits specifically related to source water. This position also manages all existing contracts and the development of new water and wastewater contracts with member cities and customers, including monitoring all existing contracts to ensure they are current and if needed, work with the stakeholder to develop and negotiate new/renewal contracts and agreements.
Section 2 – Major Responsibilities
1. Oversees development and implementation strategies to secure future source water supplies for the District.
2. Coordinate efforts with Operations’ Water Resource Manager on existing and future water supplies.
3. Prepares required administrative and regulatory reports as directed.
4. Works collaboratively with other departments to conduct water supply planning and development studies.
5. Works collaboratively with external partners to coordinate activities for shared infrastructure and water resources.
6. Assists in development and negotiation of water/wastewater agreements and contracts with member and customer cities.
7. Lead efforts in obtaining permits associated with source water, i.e. inter-basin transfer, USACE, etc.
8. Manages special projects that relate to securing access, availability, and utilization of District water resources
9. Prepares and controls budget, related costs and billings including technical activities and special projects.
10. Performs strategic planning for areas of responsibility.
11. Performs other duties as assigned.
Section 3 – Knowledge, Skills & Abilities
1. Must possess knowledge of the local, state and federal laws regarding water and environmental regulations and the contractual obligations and agreements with customer cities.
2. Must be able to work collaboratively with staff, outside agencies, and departments within the NTMWD to develop and implement collaborative solutions.
3. Proficiency in preparing technical reports, maintaining accurate records, data management, word processing, project management, and presentations.
4. Can communicate clearly and make verbal presentations.
5. Proficiency in use of Microsoft Word, Excel and management software.
Section 4 – Education and Experience
1 Bachelor of Science degree in engineering, environmental science, planning or a related technical field.
2 Master’s degree in similar fields a plus.
3 Five years of experience in the field of environmental, water and/or water resources activities with supervisory experience preferred.
4 Requires strong background in water and wastewater quality requirements and regulations.
5 Requires a valid Texas Driver’s License.
Section 5 – Environmental Factors, Working Conditions and Equipment
This position requires moderate physical exertion with occasional lifting up to 50 pounds. General mobility required to evaluate field sites. Working conditions include exposure to weather, chemical hazards and gases. Equipment used includes vehicles, calculator, computer, automatic samplers, field- testing equipment and some laboratory equipment.
