The Construction Quality Control Manager (CQCM) is responsible for managing and performing the daily responsibilities for one of our company's federal projects to ensure the project is constructed in accordance with the established minimum standards. The CQCM role includes direct oversight and review of the workflow process's entire documentation and physical inspection phase and working with other in-house personnel (e.g., Project Managers, Superintendents, SSHO, etc.) and external personnel to produce and document a quality product. The CQCM reports directly to the Project Manager and/or Quality Assurance Manager to ensure that a conflict of interest does not occur among the project's productivity, schedule, and quality objectives.
Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)
· Perform all the major QC activities required to construct the project at hand and to provide (on time) the written documentation described in the project-specific contract documents.
· Create, update, and maintain the project submittal log and all other project-specific quality control reports.
· Review shop drawings and submittals for conformance with project specifications by direct review and by leveraging the knowledge and experience of others in the project team when necessary.
· Chair and document weekly QC meetings with the Superintendent and provide written minutes as described in project specification contract documents.
· Provide written daily QC reports that reinforce activities being constructed in conformance with each specific project’s established standard and constructively confront non-conformances to produce the desired outcome in a timely manner.
· Conduct preparatory, initial, and follow-up meetings to understand the standards of care desired for each definable feature of work.
· Verify checklists are being used and signed off before placing concrete, steel, and other similar work items.
· Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the project.
· Conduct preconstruction meetings with the new and existing subcontractors and the superintendent at least two days prior to the start of each new phase of the work to discuss issues that affect quality. Document these meetings in the daily QC report and preparatory phase reports.
· Ensure that safety inspections are performed and attend weekly toolbox meetings.
· Maintain testing plan and log. Ensure that all testing is performed per the contract
· Maintain deficiency log on site, noting dates deficiency identified and date corrected.
· Certify and sign a statement on each invoice that all work to be paid under the invoice has been completed in accordance with contract requirements.
· Schedule, document the results of, and maintain a log of all required code and independent inspections. Clearly document, correct, and re-inspect all non-conformances prior to covering up work
· Conduct periodic follow-up inspections to verify that work is proceeding with the contract documents and the approved submittals. (Desired results come from what is inspected, not what is expected)
· Coordinate and document the testing and commissioning of building systems
· Document and distribute pre-punch lists, punch lists, and the completion of these
lists.
· Maintain the project “as-built” drawings daily
· Assemble and forward project closeout documents that include O&M manuals,
as-builds, and warranties
· Stop work if necessary to resolve matters that affect safety, quality, and/or inhibit
the logical progress of work.

Minimum Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
· Bachelor’s degree in engineering or construction management and five
years of Construction experience in Quality Control.
· Current CQM certification issued by USACE
· Strong working knowledge of civil, architectural, mechanical, and electrical
work.
· LEED experience, preferred.

Work Environment:

· The employee will typically work in a temperature-controlled office environment, frequently exposed to electronic office equipment.
· During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. It is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
Applicants shall be willing to work within a team environment and committed to successfully completing the assigned project (s). The position requires adequate, relevant computer skills to oversee large-scale projects effectively. The candidate must communicate effectively with owners, architects, subcontractors, and project stakeholders. Moderate pay and benefits, as well as project incentives, are available.
