Position: Cybersecurity Engineer
Location: Pittsburgh, PA
Education:
- Bachelor's degree in Computer Science, Information Science or a related field.
Work Experience:
- Must clearly show three (3) years of full time experience in maintaining network system security.
Certificates and Licenses:
- ITIL Foundation 4 Certification
- Certified in Cybersecurity (within 1 year of hire date)
- Current, valid Class C Pennsylvania Motor Vehicle Operator’s License
Position Summary:
- Coordinates, and implements new and existing security initiatives to maintain and improve enterprise data and network integrity while receiving moderate supervision from Director and CISO.
Position Duties:
- Confers with user department personnel and I&P staff to plan data security for new or modified software, discussing issues such as employee data access needs and risk of data loss or disclosure.
- Develops security plans and makes recommendations to ensure compatibility of planned security measures with establishment computer security system software; coordinates implementation of vendor-issued security software/updates.
- Incorporates new software security into establishment security software, meeting with appropriate I&P staff to request needed programming changes.
- Develops and maintains an anti-virus lab; captures and eradicates viruses in City computer data files and systems; explores the validity of publicized viruses and takes proactive action to safeguard City systems.
- Serves as liaison, assisting departments with security concerns; answers security questions; troubleshoots and resolves security problems; provides on-call support after normal business hours.
- Responds to all reported system and/or network security breaches.
- Attempts to circumvent security measures to test system on a regular basis; identifies existing security deficiencies; makes recommendations to improve enterprise data integrity.
- Helps develop computer security policies and procedures; implements approved, documented procedures.
- Researches, evaluates, recommends and selects anti-virus / Anti-Malware resources; acts as a liaison to vendors.
- Coordinates security training for network staff; system administrators and user departments.
- Manages area of responsibility in strict accordance with applicable laws, regulations and established polices including union agreements to ensure fair and standardized treatment of employees.
- Fulfils Right-to-Know Law requests for emails of City employees.
- Maintains records, and prepares accurate reports, correspondence, etc.; provides data security information for reports, City wide meetings, etc.
- Tracks and controls point of entries into the City’s network: secure lines, VPN, dial-in, PC/Desktop, etc.
- Participates in the configuration and troubleshooting of security tools and infrastructure, including but not limited to, mail and web filtering systems, authentication systems, patching, and asset management systems.
- Performs other related tasks and duties as assigned or required.
Knowledge/Abilities:
Extensive knowledge of:
- Current security initiatives and tools to maintain and improve enterprise data integrity.
- Standard local, and wide area network (LAN, WAN) architectures, topologies and technologies
- Network configuration, maintenance, performance, capacity monitoring and operating systems (TCP/IP, network intrusion software, firewalls)
Considerable knowledge of:
- Electronic communications technology
- Computer hardware and peripherals
Some knowledge of:
- Relevant labour agreements and personnel policies
- City and departmental rules, regulations, policies and procedures
Ability to:
- Effectively ensure the security and integrity of systems and networks.
- Implement, monitor and document City-wide LAN, and WAN networks.
- Diagnose and troubleshoot in the areas of systems applications, operating hardware, operating software and networking.
- Establish and maintain records, and prepare accurate reports.
- Communicate effectively, both orally and in writing.
- Establish and maintain effective working relationships with supervisors, associates and outside agencies.
