Centurion is immediately hiring a Cost Analyst in support of Product Manager (PdM) Multi-Mission Surveillance Systems (M2S2) on a multi-year Federal program at Aberdeen Proving Ground, MD. The preferred candidate will provide subject matter expertise support across the full spectrum of cost analysis functions such as cost/financial analysis, program and systems requirements cost analysis, price/cost analysis of system production and engineering (SW/HW) changes, business case analysis, contract cost analysis with objectives for negotiation, analysis of alternative (AOA) development.
REMOTE 3 days a week. ONSITE at APG 2 days a week.
The PdM M2S2 Cost Analyst must have excellent communication, quantitative, research, and analytical skills along with the ability to work and contribute in a team environment. The PdM M2S2 Cost Analyst plays a key support role in the formulation of the PdM M2S2 Program Objective Memorandum for submission thru the Army Budget Office to Department of Defense (DOD).
SKILLS AND EXPERIENCE
- Experience and knowledge working with ACEIT - Automated Cost Estimating Integrated Tools https://www.aceit.com/ or other acceptable Cost Estimating Tools is Mandatory.
- Provide support with the preparation of all Major government deliverable reviews (i.e. Line-By-Line Review (LBLR), Cost Review Board (CRB) etc.) and also support the program areas of cost estimating, Earned Value Management System (EVMS), Integrated Master Scheduling (IMS), and Cost/Schedule Risk Management.
- Experience preparing cost estimates for major DoD programs.
- Develop and maintain Program Office Estimates (POE) utilizing automated cost modeling software, the development of cost savings initiatives, the management of or program costs and requirements against the Acquisition Program Baseline (APB), affordability determinations, and earned value management.
- Experience with Operations and Support (O&S) cost reduction analysis, cost risk evaluation, and PPBE preparation efforts.
- Experience with Cost estimating methodologies, relationships, and model development.
- Experience with Cost databases including data collection, validation, and normalization
- Utilize and correctly apply appropriate cost estimating methodologies and develop logical cost estimates that are defendable and supportable.
- Perform a variety of cost and economic analyses to include parametric cost estimating, life cycle cost analysis, cost estimating relationship development, cost benefit analyses, analysis of alternatives, cost risk analysis, project forecasting, cost-benefit analysis, and software cost estimating.
- Conduct cost analysis using a variety of modeling techniques to include parametric analysis, engineering estimates, cost estimating relationships, cost factors, learning curve analysis, and cost risk analysis.
- Experience with DoD acquisition milestones, plans, policy, process, and strategy and Federal Acquisition Regulations (FAR) and DoD 5000.02
- Knowledge of LCCE, CARD, SAR, MAR, DEAS, IGCE, POM, APB, P&R Forms, and statistical analysis to include ETC’s, and EAC’s
- Advanced MS Excel skills
- Excellent interpersonal skills with an ability to work on multi-functional teams.
SKILLS
- Bachelor’s degree in business, Operations Research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
- A minimum of three (3) years’ experience as a Cost Analyst is required. Four (4) additional years of related experience can be substituted for a bachelor’s degree
- Experience working in a Department of Defense (DOD), Program Executive Office (PEO), Project Manager (PM), Product Manager (PdM) or Army Materiel Command Logistics and Readiness Center Budget Office is preferred.
- Professional Cost Estimator or Analyst Certification or completion of DAWIA Business Cost Estimator or equivalent courses is desired
- Must be a US Citizen
- Must possess a SECRET security clearance or have the ability to receive an Interim Secret Clearance
