About the Job
The Budget Manager manages budget preparation and performs analysis of the financial resources for strategic planning of Texas PSF Corporation. This position helps ensure the Texas PSF’s financial stability, optimizes resource allocation, maintains reporting and other budgetary legal requirements, and supports fulfillment of Texas PSF’s operational strategic plan and other long-term objectives. Works closely with executives and stakeholders to shape financial strategies, monitor fiscal performance, and guide decision-making processes.
About the Corporation
The Texas Permanent School Fund Corporation (PSF) was created by Texas’ first Constitution in 1845 as a perpetual fund to support the state’s public schools and was initially seeded with $2 million. Since that time, the PSF Corporation has grown to comprise over $56 billion in assets and will distribute nearly $2.2 billion annually to Texas K-12 schools.
Key Responsibilities Include the Following
- Develop and lead the annual budgeting process, collaborating with Texas PSF department heads and the senior leadership team to establish financial priorities and objectives consistent with the corporate Strategic Plan.
- Lead the financial forecasting process and work closely with the Finance team to integrate forecasting tools and methodologies that enhance accuracy and reliability.
- Regularly monitor Texas PSF’s financial performance, highlighting key variances, risks, and opportunities to the senior leadership team.
- Ensure efficient allocation of financial resources across various programs, initiatives, and investments by monitoring budget requests and tracking spending to ensure sufficient resources to cover departmental needs.
- Stay updated on relevant financial regulations, policies, and best practices, ensuring the fund's compliance with all applicable laws and guidelines.
Qualifications
- Graduation from an accredited four-year college or university with a degree in Finance, Accounting, Economics, or a related field.
- Proven experience as a Budget Manger or in a similar financial role, preferably with an investment fund, financial institution, or governmental organization.
- Expertise in financial planning, budgeting, and forecasting processes.
- Experience and familiarity with strategic planning or workforce planning processes.
- Advanced experience in excel or other budget modeling and forecasting tools.
Preferred Qualifications
- Graduation from an accredited master's degree program with a focus in Finance, Accounting, Economics, or a related field.
- Certified Government Financial Manager (CGMF), Certified Public Accountant (CPA), Data Analytics, or other relevant certification.
- Experience in leading or participating in cross-functional projects aimed at enhancing financial systems, reporting capabilities, and decision support tools.
- Experience in identifying opportunities to streamline budgeting processes and improve the efficiency and effectiveness of financial management practices.
- Familiarity with building dashboards and data visualizations and related analysis in PowerBi and/or Tableau or similar.
- Knowledge of guidelines and best practices from the General Appropriations Act (GAA), Legislative Budget Board (LBB), Comptroller of Public Accounts (CPA), State Auditor’s Office (SAO), and Government Finance Officers Association (GFOA).
- Experience in working with CAPPS Financials and USAS.
Knowledge/Skills/Abilities
- Knowledge of financial regulations, accounting principles, and risk management practices.
- Skilled in working with financial software and enterprise resource planning (ERP) systems.
- Excellent communication and presentation skills to effectively engage with stakeholders at various levels.
- Excellent organizational skills and attention to detail.
- Knowledge of laws and regulations regarding document management.
- Strong analytical skills with the ability to interpret complex financial data and provide actionable insights.
- High ethical standards, integrity, and a commitment to financial stewardship.
