Position Summary:
- As a result of organizational consolidation, DOL currently relies on three siloed software systems to manage various licensing, permitting, inspecting, and enforcing functions.
- DOL is currently undergoing a modernization project to replace these three systems with a single standardized Salesforce Public Sector Solution LPI platform.
- The DOL Modernization Technology Architect is a key player in this project, as they will be the leader in evaluating and co-creating technology architecture and proposed paths forward to design and deliver the consolidated Salesforce platform.
- This role is not responsible for directly managing an engineering team, but instead will ensure the various software engineering, data, and QA teams from our solution implementation partner are designing and delivering the best technology solution that aligns with the goals and milestones for the Modernization Project.
What you’ll do
- As a Technology Architect, you will provide technical leadership, support, and direction to DOL and its external vendor teams who are implementing and/or maintaining a product for DOL.
- The Technology Architect will report to the Associate Deputy Commissioner of Technology, Analytics, and Digital Transformation (“ADC”), who oversees the Agency’s technology modernization, digital transformation, and data analytics initiatives.
Role Objectives
- DOL is currently engaged in defining the business process flows with our implementation vendor and will kick off software architecture and development for the new Salesforce application in early Fall 2024. In your first few months you’ll have the opportunity to help lay the foundation for DOL’s success. The list below outlines key objectives for this role as it relates to preparing for, supporting, and transitioning from DOL’s implementation.
- #1 Salesforce Architecture & Technical Leadership. You will define the technical architecture and direction for DOL’s new Salesforce Public Sector Solutions Licensing, Permitting & Inspection (LPI) application, a cloud-based solution for professional licensing and inspection. You will work with the DOL team to establish the working agreements between DOL and the software implementation vendor’s technical teams. You will ensure DOL’s vendor(s) execute the technical vision and deliver high-quality software and solutions for the constituents of the Commonwealth. While DOL has defined a conceptual, high-level solution architecture, the early stages of this role will involve refining the solution architecture in partnership with DOL’s selected implementing vendor as part of the initial implementation.
- #2 Technology and solution leadership. You will work with DOL’s Product Manager to finalize a product roadmap and refine the solution approach based on user research and business process optimization work occurring February-June 2024. You will collaborate with DOL’s product manager and the vendor technical and product leads to define and estimate development, QA and other workstreams, plan implementation efforts, and help define and iterate on the solutions’ future technical roadmap.
- #3 Engineering practices & alignment with EOTSS. You will set and enforce engineering processes and tooling that will empower technical staff and help make the project successful. You will ensure environments are set up according to standards. You will collaborate with EOED IT and EOTSS technical leadership to align your product’s technical direction with the Commonwealth’s standards. EOTSS technical leaders will support you in solving problems that the Commonwealth has already tackled and look to you to advocate for the best technical solutions for your product where those standards might not be a fit. In the future, you will coordinate with DOL and its vendor(s) to determine an appropriate organizational structure to support ongoing production and operations.
Qualifications
You'll be a good fit for this role if you have experience:
- Leading development projects and reporting to executives. This is a senior role. You will be in a position to provide guidance and set direction related to advanced technical concepts. You will also be expected to coordinate and communicate with both business and technical stakeholders.
- Working with large-scale Salesforce applications. The solutions you will oversee will be available to millions of Massachusetts constituents. Software projects at this scale present specific complexities and challenges, and we think you’ll be most successful if you have previously held a senior technical role on at least one large scale software project.
- Modern tools and programming languages. We would like you to have deep hands-on experience with a few of these things, familiarity with most, and willingness to be proactive and learn about these or other technologies:
- Salesforce - including both legacy (“classic”) and modern (e.g., LPI, Einstein, Lightning) License and Permitting applications, as well as broader Salesforce platform capabilities
- REST API frameworks in a variety of language(s).
- Data integration including MuleSoft and integration between Salesforce and other RDBMS and NoSQL databases, and cloud-based data warehouses (e.g. Snowflake)
- CI/CD and DevOps tools, particularly Jira and Copado
- Automated testing frameworks and tools
- Mobile application frameworks (e.g. Salesforce Lightning, React)
- Working on projects with external vendors. Many of our product teams are composed of both external vendors and internal team members. We will rely on you to advocate for DOL with our vendors, directing them to ensure that the vendor’s team is delivering high-quality software on time and according to agreed-upon functionality. We will also rely on you to help build expertise internally on the solutions delivered by our vendors to ensure they meet the short and long-term technology roadmap we have created.
- Ability to see the big picture, but dive into the details. As the lead Technology Architect, you will be responsible for the overall technology delivery and should have the technical depth to dive into the specifics of each aspect of the solution, including the software development, data engineering and analytics, Salesforce backup and archival, Security, QA processes and User Experience (UX).
Preferred Experience with the following:
- Experience in both waterfall and agile software delivery methodologies.
- SaaS and IaaS: Amazon Web Services, Microsoft Azure, Salesforce cloud, Snowflake, Tableau, MuleSoft
- Security & Privacy expertise within a public sector environment
