Job Title: Lead Project Engineer Job Code : 16155 Job Location: Goleta, CA on-site Schedule: 9/80 Job Description: This Project Engineer position will serve as the Program Chief Engineer and will lead all technical aspects of the program.
Seabed Systems (SBS) has an opening in the project engineering organization within the Maritime Sector located in Goleta just outside of Santa Barbara, CA. This L3Harris site, previously known as MariPro, has been in business since the 1960s and is experiencing significant growth. SBS is a supplier of long-life undersea sensor and communication systems for the U.S. and foreign Navies, commercial, academic, and scientific customers.
The ideal candidate for this position comes from a background in systems engineering, engineering IPT lead, operations product manager, technical program manager, or other engineering function with leadership responsibilities.
The project assigned to this Lead Project Engineer would be a large scale, complex development program. Development efforts would be electrical and mechanical of nature with designs from multiple subcontractors and internal engineering design and integration. Some travel to subcontractor and customer sites will be required, though the frequency of travel is variable, roughly 1-2 weeks out of every 2 months and estimated to be on average 10% over the long term but may sometimes be on short notice.
The lead project engineer is expected to lead the program with minimal supervision and may provide guidance and coaching to other project engineers in the department. This position is expected to have a measurable impact on the results of their program.
Essential Functions: - Responsible for the day-to-day tactical duties for assigned programs. Including leading teams of engineers and managing their own workload.
- Oversees and coordinates the cost/schedule/technical aspects of ongoing engineering projects within the program guidelines set by the Program Manager and customer.
- Partners with Systems Engineering to ensure design reviews and readiness events are completed on time with satisfactory presentation material.
- Helps write and review Contract Data Requirements List (CDRL) deliverables such as technical reports, memos and test results.
- Presents program progress and status to customer program office and technical teams.
- Serves as point-of-contact between engineering project management and planning, engineering project team, and line management.
- Reviews status of engineering projects and budgets; manages schedules and prepares program and functional status reports.
- Assesses engineering project issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives.
- Coordinates with the Sr. Manager for Project Engineering and site Director of Engineering.
- Develops mechanisms for monitoring engineering project progress and for intervention and problem solving with engineering project managers, line managers, and customers.
- Leads risk and opportunity management for their assigned program.
- Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
- May support Engineering Change Proposals (ECPs) and writing of Bases of Estimates (BOEs) to support proposal work.
- Viewed as an expert and/or resource within the field by peers in and outside the organization.
- Lead weekly and quarterly meetings with customers. Presenting as part of Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs).
Qualifications: - Bachelor's Degree and minimum 9 years of prior relevant experience, or Graduate Degree and a minimum of 7 years of prior related experience, or in lieu of a degree, minimum of 13 years of prior related experience.
- Multi-Disciplined Team Lead experience 9+ years after receiving Bachelor's degree.
- Active DoD Secret Clearance is required to meet eligibility requirements to access US classified information
- Technical Lead experience on a developmental or production program.
- Working knowledge of DOD program environment; esp. FAR, ITAR, FMS, DCS requirements.
- Influence in the successful execution of programs & projects through review of actions such as but not limited to review basis of estimates (BOE), tracking program technical performance measures, and ensures programs adherence to engineering processes and best practices.
- Experience with Work Breakdown Structures (WBS), Organizational Breakdown Structures (OBS), and change management withing the Program Management Baseline (PMB).
- Must have a good working knowledge of Earned Value Management and be competent in understanding and reporting metrics.
- Ability to read and interpret mechanical engineering drawings of complex components.
- Basic understanding of computer network component functions (routers, servers, switches, firewalls).
- Experience with engineering change management, impacts and risks to other aspects of the program and project.
- Highly organized and detailed work. Demonstrated ability to document internal and external action items and see them to closure.
- Exposure with cybersecurity and risk management framework.
Preferred Additional Skills: - Degree in one of the following disciplines is preferred: Mechanical Engineering, Electrical Engineering, Systems Engineering, Physics, or Computer System Engineering.
