Frontier Energy is a professional consulting firm that specializes in energy efficiency, decarbonization, and advanced energy solutions for industrial, residential, multifamily, and commercial buildings, food service, transportation, and next generation grid. We design, implement, and evaluate programs that help our clients achieve their goals.
Frontier Energy is in search of a California Program Manager to lead several programs supporting technical and regulatory activities focused on energy efficiency and decarbonization for our Regional Energy Network and Community Choice Aggregation clients. Program activities include development of targeted communication and outreach strategies, and services for customer and building professional engagement on topics ranging from single family, multifamily, commercial, building codes and standards, project financing, and contractor training for energy efficiency and building decarbonization. In addition, anticipated projects will benefit from an attention to issues of equity and access, with a focus on diverse communities and interests that are traditionally underserved.
The Program Manager job duties and Responsibilities include the following:
- Develop and manage program budgets, milestone timelines, and reporting deliverables.
- Support regulatory analysis, data QA/QC, and engineering evaluations on behalf of Frontier’s clients.
- Perform research and analysis and develop clear and concise written summaries of findings.
- Oversee project team members and their assigned tasks for achieving program success.
- Actively work with clients, stakeholders, partners, and the public to further program goals.
- Manage client relationships and support the development of business proposals and funding applications.
- Provide support to other program teams on an ad-hoc basis.
- Actively work with stakeholders, partners, and the public to continually uncover and leverage communication channels and opportunities to exceed program goals.
Primary Function:
- Supports operations by leveraging deep industry knowledge to anticipate and meet client needs, leading cross-disciplinary teams to develop and manage complex project plans, enhancing operational efficiency and quality assurance, driving collaboration and continuous improvement through mentorship and detailed analysis, and fostering professional growth and effective communication to align with strategic objectives and client expectations.
- Ability to win new business on a recuring basis
Planning Work:
- Assemble cross-disciplinary teams to achieve program objectives. Direct and coordinate with other stakeholders to ensure Project Plans relevant to work scope are completed and actively managed.
- Provide an authoritative voice to defend and backstop Frontier's position in programs and projects with a focus on technical depth.
- Advisor on development of program documentation. Demonstrable ability to find efficiencies through simplification of work-breakdown structures or improvement in documentation and processes
Implementing Work:
- Manage full project scopes of medium complexity projects, delegating work breakdowns to other staff members and understanding how work-breakdowns roll up to the whole. Has implemented a Program/Project portfolio of over $1MM per year.
- Demonstrable ability to build innovative and complex project scopes to the satisfaction of clients. Ability to interpret client scopes provided and negotiate scopes to levels that allow for successful execution within budget.
- Actively pursue collaborations with partners, teams, and stakeholders.
Executing Work:
- Identify Key Performance Indicators (KPIs) and Objectives and Key Results (OKRs) on a program level for varying groups of stakeholders and/or groupings of programs. Ensures KPIs and OKRs are aligned with the clients and stakeholders involved. Stays accountable to OKRs and KPIs ensures team members stay engaged on achievement, meaning, and relevancy.
- Coordinate teams to execute task and program level assignments.
- Demonstrable skills in managing conflict and extracting opportunities between parties and stakeholders with varying interests and objectives.

Qualifications:
- B.S. in business administration, management, engineering, statistics, economics, environmental science, or related major
- 8+ years’ experience working on energy efficiency and or other programs for utility and or local government clients
- “Customer service” ethic to serve our clients and program partners
- Competent in general aspect of building science, energy efficiency principles and practice
- Excellent skills with MS O365 office suite
- Must be able to travel and participate in work events during non-business hours as required
Highly Desirable Skills/Experience:
- Experience with local government agencies, California regulatory agencies, and regional and state level utility stakeholders
- Strong data analysis and qualitative skills, including performing QA/QC of large data sets and working with large data arrays.
- Advanced user of Salesforce as a program support and reporting function
- Experience working with issues of access and equity for energy and water affordability, either through policy activities or engagement with communities that are traditionally underserved
