Title: Program Manager - EPMO

Our client is seeking a highly organized Program Manager with experience in Managed Care and experience managing Information Technology programs and projects.
The Enterprise Project Management Office (EPMO) Program Manager will provide coordinated management of multiple related projects, and in many cases, ongoing operations which are directed toward a common objective. Works with EPMO Project Managers to monitor cost, schedule, and technical performance of component projects and operations while working to ensure the ultimate success of the program. Generally responsible for determining and coordinating the sharing of resources among constituent projects to the overall benefit of the program. At times, may be responsible for stakeholder management particularly stakeholders external to the organization.
The position is 100% remote, with central-California work hours and 4x a year on-site meeting attendance required. Qualified candidates must live in California or neighboring state.
Key Accountabilities:
- Manage program change in accordance with the change management plan to control scope, quality, schedule, cost, and contracts.
- Address program issues by identifying and selecting a course of action by considering the program constraints and objectives to enable continued program progress.
- Motivate the team using appropriate tools and techniques to increase commitment to the program objectives.
- Execute program plans (quality, risk, communication, staffing, etc.) by using the tools identified in the planning phase and by auditing the results of their use to align the program outcomes with stakeholder expectations and standards.
- Develop a high-level milestone plan using goals and objectives of the program, applicable historical information, and other available resources to align program with expectations of sponsors and stakeholders.
- Establish alliances with other departments and organizations by recognizing dependencies to assess potential partnership and commitment to the program.
- Capture program status and data by ensuring the population of the program management information system to maintain accurate and current program information for the use of stakeholders.
- Obtain senior management approval for the program by presenting the program charter with its high-level costs and benefits for the organization to receive authorization to proceed to the next phases.
- Manage cross-functional and single-departmental projects from inception to implementation.
- Work openly and collaboratively with EPMO staff at all phases of the project lifecycle.
- Effectively model, implement, and communicate project management methodologies, ensuring accuracy, consistency and thoroughness in all phases of the project lifecycle.
- Interface effectively with project sponsors to reach a mutually acceptable agreement on project goals, objective, scope, deliverables, timeframes, resources and outcomes.
- Manage relationship with project sponsors and team members through meetings and status updates to ensure project deliverables are completed on time.
- Provide status updates to project governance to ensure mutual understanding and expectations regarding project deliverables in accordance with scope, time, and cost.
- Draft and maintain project documentation, including business case, charter, WBS, project requirements, project plan, status reports, and meeting agendas and minutes using EPMO-defined templates as required.
- Identify and manage project deliverables, project dependencies, and critical path with milestones using appropriate tools.
- Proactively identify, manage, and control changes in project scope, and manage project issues, risk, and develop contingency plans.
- Perform post-implementation project review activities, documenting lessons-learned and opportunities for improvement.
- Report post-implementation outcomes to leadership, project stakeholders, and EPMO.
- Collaborate and support the efforts of the EPMO, including development and implementation of new project management tools and templates for more effective project management activities, and assisting and educating department project leads in project management activities including the use of project templates.

Required Skills:
- A bachelor’s degree in Business, Healthcare IT, Technology, or related field or demonstrated equivalent experience.
- Ten (10)+ years of Program / Project Management experience.
- Experience in healthcare and knowledge of core operation functions of a Managed Care organization and Medicare / Medicaid.
- Project management Professional (PMP®) certification is required.
- Program Management Professional (PgMP®) is preferred.
