POSITION SUMMARY
The Manager of Digital Inclusion (DI) is responsible for managing the DI team, overseeing CHA’s Digital Resource Centers (DRCs), and bringing services, resources, and partnerships that bridge the digital divide to the communities that we serve. This position works under the general supervision of the Senior Director.
DUTIES AND RESPONSIBILITIES
- Execute the current DI vision and evolve it into an actionable and measurable plan that includes approaches, partnerships, and resources to match our growth and organizational strategic priorities.
- Initiate, build, and grow relationships with internal departments to facilitate vision alignment, develop trusting relationships and create greater impact.
- Engage with external stakeholders (e.g. resident leadership, Resident Services Coordinators, community partners, FamilyWorks, etc.) to understand potential opportunities, surface innovations and ensure successful implementation of DI plan.
- Hire, coach, evaluate, and retain DI staff.
- Pilot special projects and coordinate events to increase digital skills, adoption of affordable broadband service, connection to new or refurbished digital devices and use of DRCs among Public Housing residents and Housing Choice Voucher participants.
- Collaborate with the Communications team on community engagement, outreach efforts and storytelling for our DI work.
- In partnership with Grants Development and Contract Management and Reporting teams, identify and pursue new funding sources for the advancement of DI efforts, contribute to grant writing and lead funder reporting on impact.
- Manage budget for grant funded initiatives including monitoring spending and procuring supplies, materials, equipment, etc.
- Maintain and develop goals and key performance indicators for digital inclusion outcomes.
- Develop DI related messaging, marketing assets, and social media content.
- Build slide decks, and give presentations both inside and outside the organization, to effectively communicate our DI work to large and small audiences.
- Serve as a spokesperson for the CHA in public settings related to our digital inclusion offerings and impact. Provide thought leadership and participate in national and local DI communities and coalitions.
- Respond professionally, and in a timely manner, to internal and external requests via telephone, office visits and email.
- Work collaboratively with contracted agencies to train and provide technical assistance on day-to-day activities, policies and procedures within CHA’s DRCs.
- Regularly travel throughout the city to CHA’s Digital Resource Centers, and other locations, to conduct site visits, monitor programming, assess needs, and build relationships with residents, contractors, and partners.
- Facilitate and attend meetings and events as appropriate (i.e. Working Groups, Ombudsman, Public Comment, Tenant Services), which may require written or verbal responses to inquiries about CHA Resident Service programs.
- Participate on broadband efforts in coalitions and on committees with the City, State, and federal government(e.g., City of Chicago’s Digital Equity Council, National Digital Inclusion Alliance, and Illinois Broadband Office.
- Work closely with the Senior Director, and across teams, to identify issues and solutions, enhance efficiencies and develop strategies to support growth and process improvements.
- Stay abreast of trends, grants funding and other opportunities to support digital inclusion efforts such as affordable Internet service, digital devices, and skills training.
- Manage multiple projects and deadlines simultaneously.
- Other duties as assigned, such as special projects outside of job description to meet broader goals of CHA and Resident Services.
- Occasionally work outside of CHA's established hours of 8am-5pm, Monday‐Friday, including weekends.
QUALIFICATIONS
This position requires a Bachelor's Degree and at least three (3) years of related work experience. Knowledge and experience in data capture, analysis, and reporting. Experience in community relations, including event planning and partner relationship management. Working knowledge of current issues and emerging trends related to bridging the digital divide and increasing the economic mobility of families with low incomes. Proficiency in Salesforce and Microsoft 365 including Excel, Word, and PowerPoint. Demonstrated success working collaboratively with others toward a common goal. Excellent time-management and organizational skills along with the ability to prioritize work and meet deadlines. Ability to work independently and as part of a team in a fast-moving environment. Ability to take initiative, problem-solve and manage ambiguity.
Preferred: At least three (3) years of experience leading cross-functional and complex projects, managing open use computer labs and/or designing and implementing digital inclusion initiatives. At least three (3) years of experience managing people including hiring, developing, and guiding a distributed team. Strong verbal, writing and presentation skills with demonstrated ability to communicate ideas with knowledge and confidence.
Salary Range: 85,000 – 90,000
