Job Title: Projects Consultant Offshore

PURPOSE & SCOPE
Plans and directs the design, engineering and execution of a wide range of Offshore projects to expand and/or enhance the capability of the Company’s operations. Includes: Mechanical, Instrumentation, Electrical and Civil projects and which cover new and renovation or upgrading of existing facilities and systems.
Control’s the input of the Projects Team’s expertise and assistance in all aspects of Tender preparation for projects. Has responsibility for day to day management and control of Offshore projects from “kick off” to “handover”.
FUNCTIONS / RESPONSIBILITIES
- Plans, controls and directs the activities of a team of Contractors employees involved in projects. Work in support of the ongoing maintenance and repair of existing facilities and equipment and any new projects designed to upgrade or extend such facilities and equipment. These activities are carried out in accordance with AGOC’s common supervisory responsibilities and management delegations.
- Provides overall direction in the use of external Design and Engineering Consultants and Project Contractors involved in project design and execution work for all projects. Includes providing recommendations in the choice of such Consultants/Contractors, reviewing requirements for variation orders and endorsing and/or approval within limits. Follows up as required on payments, particularly on Consultant/Contractor enquiries.
- Develops and implements all project control processes. Includes defining time targets for each project, establishing reporting parameters (timing and content), reviewing Contractor procedures and controls. Agrees with AGOC Management on the required staffing plan (contractor based).
- Provides overall direction and supervision of the initial stages of Engineering projects aimed at expanding or enhancing the capability of all equipment, associated systems and facilities. This includes directing and participating in engineering feasibility studies, supervising the project planning and costing of projects, controlling the tender process for design consultants from pre-qualification, through conduct of meetings and answering bidder enquiries, preparing technical aspects of tender packages. reviewing bids and recommending short list.
- Participates in all aspects of the Engineering design process which includes: briefing appointed Consultants in conjunction with the Engineering Team, reviewing and approving initial designs, reviewing and approving critical equipment and materials specifications, submitting drawings and “Bill of Quantity” to management and user for Final Approval, and providing Final Approval to Consultant.
- Controls overall project execution activities. This includes leading initial project meetings, carrying out site inspections, participating in stage reviews and approving stage payments within delegated authorities, participating in negotiation of project change orders, reviewing, submitting and presenting project status reports, and controlling the project handover, inspection and testing process.
- Receives and reviews Contractor Reports and provides Cost update reports to AGOC Management and carries out required risk and other analysis to high light possible future deviations.
- Prepares the engineering and project budgets for upcoming years based on various engineering studies. Submits and makes presentations in support of these budget proposals.
- Performs other responsibilities as directed by higher authorities.
MINIMUM RELATED EDUCATION, TRAINING AND EXPERIENCE
Academic:
Bachelor’s Degree in Engineering (Civil/Mechanical/Electrical).
Additional Training:
Project Management, Planning, Contracts, Estimation.
Related Work Experience (type and years)
9 years oil sector experience in design engineering, project management and the commissioning of a wide range of projects across all disciplines.
Knowledge and use of “Primavera” and other engineering/project related software.
High level of computer literacy.
