Test & Evaluation (T&E) Program Manager
ROLE
We need a Test & Evaluation (T&E) Program Manager to support the Defense Health Agency (DHA) under a contract focused on delivering T&E services for IT systems and automation processes. The DHA is responsible for providing medical services and support to military personnel and their families, ensuring the readiness of the U.S. military medical force. The T&E Program Manager will oversee and manage the T&E Program, providing leadership and strategic direction. You will maintain responsibility for execution of the contract and delivery of the services. This includes organizing, managing, and executing test and evaluation services, particularly with a focus on IT and automation processes. This is a full-time position with a competitive salary and comprehensive benefits package.
RESPONSIBILITIES
Serve as overarching contractor authority.
Directly oversee the T&E Team supporting the T&E PSB.
Set the IT Service Management (ITSM) Practice strategy.
Lead tactical execution and contribute as a thought leader.
Maintain and manage the client interface at the senior levels of the organization.
Responsible for successful completion of all tasks and deliverables.
Responsible for ensuring conformance with program task schedules and costs.
Support subordinate Managers in identifying, mitigating, and managing program risks.
Responsible for understanding MHS enterprise architecture, business process and policies in support of legacy systems and future EHR modernization efforts.
REQUIRED SKILLS / EXPERIENCE
Knowledge of systems engineering, software development, T&E processes, DevSecOps, industry best practice and new innovations.
Experience with organizing, directing, and managing contract operation support functions.
Experience managing multiple, complex, and inter-related project tasks for clinical systems.
Experience leading T&E for integrated clinical applications.
Experience managing teams of contract support personnel at multiple locations.
Experience in agile development projects.
Understanding of IV&V roles across waterfall, hybrid-agile, and agile methodologies.
Experience with automated test tools and DevSecOps concepts.
Experience in defining and executing an ITSM program.
REQUIRED EDUCATION / CERTIFICATIONS
Bachelor’s degree in IT or Engineering field.
8 years of relevant program management experience.
3+ years of health IT project experience.
