Job Description:
This Senior Financial Analyst L2 position will support efforts to invest in health services throughout the NYC Health + Hospitals system by partnering with operational colleagues in the fiscal planning, implementation, and monitoring of new staffing models. Work will focus on proposed staffing structures and revenue implications, and modeling design and implementation scenarios. The Senior Financial Analyst will be a liaison between initiative owners and finance staff/leadership for expertise, including expense, revenue, and operations. The Senior Financial Analyst will need to become well-versed in the full breadth of Health + Hospitals services and initiatives; understand connections between different service lines including ambulatory care, behavioral health, emergency medicine and inpatient care, and maintain a deep understanding of operational and programmatic impacts on budget.
General tasks and responsibilities will include:
- Responsible for the creation of integrated staffing and financial dashboards to drive business decisions around the creation, socialization, implementation and sustainment of staffing models across all acute care facilities.
- Harvest data from multiple systems to drive business cases, measure initiatives and find opportunities for efficiencies/saving
- Use sophisticated Excel skills to create dynamic fiscal models to help inform initiative design and demonstrate the outcomes of different implementation scenarios.
- Cultivate data expertise focusing on H+H systems including Epic, Peoplesoft, and other key sources of analytical inputs, and advise colleagues on the development and use of reports from these systems.
- Take the lead on developing analytical strategies tailored to the specific needs of various initiatives, considering operational design, reimbursement mechanisms, expenses, service line setting, and implementation requirements.
- Ensure the integrity of the data utilized for specific initiatives, so all findings and assumptions are sound and elicit/interpret business requirements from internal stakeholders to meet data request needs
- Perform associated duties that are predominantly intellectual and varied nature requiring creative, analytical, evaluative, interpretive, and or critical thinking
Minimum Qualifications:
A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or
2. A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or
3. A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required.
Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may be substituted on a year-for-year basis for the required general experience and appropriate full-time teaching experience in a position of professional rank may be substituted on a year-for-year basis for the required supervisory, administrative or consultative experience.

- Clinical and Financial Systems Proficient
- EPIC EMR, EPIC Clarity Database, EPIC Workbench Reports
- Proficient in SQL or another similar programming language
- Proficient in Microsoft Office Suite: Access, Excel, Word, Visio
- SQL Programming and/or
- Proficient in at least one programming language (Python)
- Data Visualization experience such as Tableau or Power BI
- Detail Oriented with strong financial analysis skills
- Strong Interpersonal and Communication Skills
- Ability to write clearly and concisely
- Well organized query documentation
- Two (2) years of Health Care Finance experience and exposure to the EPIC Clarity Database
