Position Description
The Project Controls Manager coordinates the efforts of project controls personnel, and participates in the execution of Project Controls activities on a specific project or group of projects. He/she also guides and mentors project controls personnel and facilitates personnel development. In addition, he/she develops and enforces Corporate project controls procedures. The Project Controls Manager leads various departmental management functions, including interfacing with other Corporate Departments and Corporate Executives. He/she’s experience allows the capability to lead larger, more complex projects and lead additional projects services functions such as document management and supply chain oversight.
Essential Functions
- Provide oversight of project controls activities on projects; ensure that quality of project controls deliverables meet expected standards.
- Provide training, mentoring and supervision to project control specialists.
- Coordinate project controls staffing requirements on projects.
- Assign tasks and provide direction to project controls staff.
- Monitor performance of tasks assigned to project controls personnel and provide feedback, guidance and support as necessary.
- Lead and direct project controls efforts in schedule development, maintenance, monitoring, impact analysis, and recovery plan development.
- Lead and direct project controls efforts in cost tracking, trends analysis and forecasting, project performance evaluation, risk analysis, etc.
- Lead the effort in ensuring contractual obligations are met on all projects.
- Facilitate the development and implementation of effective and timely change management practices on projects.
- Direct and oversee the customization of project control systems to meet specific project requirements.
- Prepare various management and project status reports, and interface with clients as required.
- Interface with in-house departments to ensure procedures are effective and being implemented; improve processes when necessary.
- Responsible to the Manager of Project Controls in establishing and administering corporate project controls guidelines, procedures and reporting, and in making changes as necessary.
- Support Business Development efforts as required, with cost and schedule information for proposals.
Preferred Qualifications
- Bachelor’s degree in engineering or a Business-related major.
- 10-15 years of experience in various aspects of project controls, with at least five (5) years in a supervisory capacity.
- Basic knowledge of engineering services for oil and gas pipeline projects, or related fields.
- Proficiency in various software used in the Project Controls for cost and progress planning, tracking, forecasting, risk assessment, and change management, including Primavera P6, Microsoft Project and Microsoft Office applications (Excel, Word, PowerPoint, etc.). Should also be familiar with various document and material controls management systems (including other industry standards).
- Understanding of contract language with respect to project scope of work and client requirements/expectations.

Work Environment/Physical Demands
- Working conditions are normal for an office environment.
- Frequent sitting and operating a computer.
- Must be able to use body members to work, move or carry objects or office materials.
- Must be able to exert up to 10 pounds of force occasionally.
- Physical demands requirements are at levels of those for sedentary work.
