The ideal candidate will be the senior technical position responsible for systems engineering and design of new candidate initiatives and improvements to network based IT services. A successful candidate will assist the program Chief Engineer in development of low-level design solutions and decomposition of designs into executable tasks for assignment to cross functional teams. The candidate will also be responsible for documentation of engineering procedures and processes related to development of new capabilities as delegated and assigned by the program Chief Engineer.
In addition, the associate chief engineer will help identify potential problems, blocking issues, and cross team dependencies that require additional attention of the program technical leadership including the program Chief Engineer.
CLEARANCE REQUIREMENT: Must possess an Active SECRET or ability to obtain and maintain DoD clearance prior to start date with Leidos. (US Citizenship Required)
- Primary Responsibilities:
- In coordination with the Project Manager, responsible for the successful completion of engineering projects within the budgetary and scheduling guidelines
- Establish project requirements and technical direction, guiding the engineering team’s technical work
- Execute DevSecOps practices, procedures, and problems to automate and improve existing system delivery
- Make architecture and design decisions, working closely with the Chief Architect to ensure alignment with the portfolio’s overall vision and roadmap
- Guide team members in troubleshooting technical issues, and analyzing existing operations to identify risks and redundancies
- Quickly identify, analyze, and resolve technical blockers to allow the project team to continue progressing toward their defined milestones
- Collaborate with customer, stakeholders, and cross functional team members to bring solution options and drive decisions on the way ahead to meet stakeholder needs and customer requirements
- Collaborate with the DES Engineering Portfolio Manager to ensure consistent execution of processes and tools across the DES portfolio and provide suggestions for improvements
- Collaborate with Leidos partners, key vendors, and Leidos Office of Technology to seek, qualify, and leverage the best ideas, solutions and models to meet customer needs
- Identify opportunities for improvement, including innovations aimed at improving the user experience, improving efficiencies, and lowering sustainment costs
- Summarize and communicate results of Analysis of Alternatives in support of authorization to execute a selected course of action or design trade
- Adhere to security best practices and guidelines, leveraging knowledge of security policies, network security, and data security
- Support the execution of the Risk Management Framework (RMF) as a liaison between cybersecurity and engineering
- Support the development, documentation, and review of standard operating procedures, knowledge base articles, and other artifacts intended to support system operations
- Mentor team members to foster their professional growth and help address areas of improvement
- Help grow solution and team to support DoD Fourth Estate with a targeted community of 400k users
Basic Qualifications:
- Bachelor’s degree and 12-15 years of prior relevant experience, or Master’s degree and 10-13 years of prior relevant experience
- Expertise managing team of engineers, including mentoring and fostering communication and collaboration across the team
- Expertise applying advanced technical principles, theories, and concepts
- Expertise designing, deploying, and operating solutions built on Azure, AWS, or GCP
- Expertise designing, deploying, and operating software defined networking solutions
- Expertise engineering, implementing, mitigating, monitoring, and tuning virtual desktop infrastructure (VDI) environments and management software
- Expert understanding of networking in the areas of LAN, WAN, TCP/UDP, IPSec, VPN, proxies, routing (L2/L3), firewalls and software defined networking
- Experience developing and deploying Infrastructure as Code (IaC), utilizing continuous integration / continuous deployment (CI/CD) tools, and leveraging automation platforms such as Ansible or Azure Functions
- Understanding of Federal Government application, server, and network security requirements such as NIST, FedRAMP, and FISMA
- Ability to work effectively within a distributed technical team, aided by strong written and verbal communication skills
- Familiarity with the Atlassian suite, including Jira and Confluence
- Ability to earn IAT Level II (or higher) certification such as Security+
