About the Position:
The U.S. Army DEVCOM C5ISR Center, Reserach and Technology Integration (RTI) Business and Operations Division, Financial Management and Accounting Branch is looking to add two Program Analysts to their team. These could be located at either Aberdeen Proving Ground, MD, or Fort Belvoir, VA.
U.S. Citizenship is Required.
Duties:
- Monitors and performs detailed analyses of program progress and utilization of resources.
- Applies an extensive knowledge of different functional programs and program planning, evaluation, analysis, and budgeting techniques.
- Presents, analyzes, and verifies data, techniques, methodologies, and formats associated with budget and program development.
- Develops and maintains databases and/or systems that contain program data, funding data and other key pertinent information as required.
- Formulates and coordinates input to planning documents, e.g. Business Plans, Support Agreements, etc.
- Provides advice and consultation on assigned programs, exchanges information with other personnel/organizations, and represents the organization at conferences, meetings, etc.

- Managing and prioritizing multiple tasks to meet short suspense requirements in a fast-paced environment

Conditions of Employment:
1. One Program Analyst position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
2. One Program Analyst position is a TOP SECRET WITH SCI position. It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access. A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter. Additionally, it is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
3. Both positions require temporary duty (TDY) travel less than 25% of the time.
4. Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.
