Naval Facilities Engineering Systems Command (NAVFAC) is one of the seven systems commands in the Department of the Navy. NAVFAC Southwest is responsible for planning, building and sustaining facilities and delivering environmental, utility and other base services for the Southwest Region of the continental United States. We support the nation and the warfighters for the Navy and Marine Corps. NAVFAC SW is based out of San Diego, California, but we have field offices across our Area of Responsibility including California, Arizona and Nevada.
NAVFAC SW is hiring entry level Contract Specialists for a 2-to-3-year developmental program. Our Contract Specialists award and administer various types of federal contracts in the areas of Construction, Supply, Services, Environmental, and Energy. Contract Specialist are typically assigned to cross-functional teams, working closely with technical counterparts, military, industry representatives and others who play important roles in the procurement process. Contract Specialists hired under a developmental program will have rotations in two different contracts teams that may have different locations. Although telework may be authorized, occasional travel may be required.
Responsibilities Include:
· Advises technical representatives on anticipated procurement requirements.
· Performs all contractual pre-award functions.
· Analyzes and evaluates cost and pricing data to determine cost or price reasonableness.
· Conducts post-award conferences with the contractor to clarify contractual requirements and special provisions.
· Completes Defense Acquisition University back-to-basics contracts certification.
· Attends a variety of other training to meet the requirements of the developmental program, and performs other related developmental assignments designed to increase skills, knowledge, and abilities in contracting.
Experience:

· Knowledge of software applications
· Bachelor’s Degree from accredited university/college with a minimum GPA of 2.95. This is a requirement and anyone who does not meet this will not be considered. No exceptions.)

Ideal candidates will have higher-level education in a relevant field (such as a MBA or Juris Doctorate). In addition, candidates that demonstrate they can thrive in teams and a telework environment are preferred.

• Bachelor's (Masters preferred) in Business, Contracts, and legal backgrounds
• Must hold U.S. Citizenship
• Aged 18 or older at time of hire
