Job Description:
Part-time Government Contracts Manager
Client is seeking a part-time government contracts manager to assist the Client European Innovation Center . The role involves working with business leaders and specialists to support related business practices at every stage of the procurement process. This includes aiding in proposals, negotiating subcontracts and consortium agreements, evaluating intellectual property risks, and handling legal entity registrations for European Union projects. The perfect candidate should have a strong background in contract negotiation. Although not required, familiarity with intellectual property rights, R&D contracts, and publicly funded contracts is highly preferred.
The incumbent will:
1. Timely review EEIC and other R&D Site project proposals for public grant R&D awards, assist program managers to review project costs from program eligibility perspective, assess IP risks by involving IP Counsel if necessary.
2. Collaborate with business counsel to provide guidance and ensure compliance with EU and European government laws, policies, regulations, and contract terms relating to publicly funded R&D programs.
3. Lead negotiations of consortium and subcontract agreements with project partners, collaborate with cross-functional stake holders such as IP counsel, finance controllers, and engineers to protect EEIC's interests.
4. Act as the Legal Entity Representative for EU Client affiliates participating in EU Horizon Europe projects.
5. Collaborate with finance controllers to review and approve EEIC"s and other R&D Site's cost reporting submissions for publicly funded research and development projects, monitor and minimize double funding risks, ensure correct allocation of intercompany expenses, and ensure compliant labor timekeeping.
Qualifications:
Master"s degree required, J.D. highly preferred
Minimum of 5 years" experience of contract negotiation required.
Understanding of IP law, publicly funded contracts, R&D contracts preferred.
