We are seeking a Program Manager with a deep understanding of NOAA’s Fisheries domain to lead high-profile task orders and ensure the success of ProTech 2.0 programs. This leadership role will focus on delivering strategic program management, aligning with NOAA Fisheries’ mission to manage marine resources sustainably, and contributing to @Orchard’s growth within the ProTech Fisheries domain.
Key Responsibilities:
- Serve as the primary liaison with NOAA stakeholders, including the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Task Order Monitor (TOM), ensuring effective communication and collaboration.
- Oversee and manage task orders and operations under the ProTech Fisheries 2.0 contract, ensuring all program milestones, timelines, and objectives are met.
- Lead the development and submission of proposals in response to government solicitations, ensuring alignment with technical requirements and client needs.
- Provide strategic direction to NOAA Fisheries-related programs, improving program efficiency and achieving scientific objectives.
- Manage program operations to meet all deliverables, including budget oversight, resource allocation, performance tracking, and timely reporting.
- Build strong relationships with federal clients by understanding their needs and delivering tailored solutions.
- Lead cross-functional teams to enhance project performance and maintain high scientific, environmental, and technical excellence levels.
- Produce technical documentation and program reports supporting NOAA Fisheries' environmental and research initiatives.
- Apply subject matter expertise to tackle complex challenges in the fisheries and marine science domains.
Qualifications:
- A bachelor’s degree in a relevant field (advanced degree preferred) or 10+ years of NOAA Fisheries Management field experience.
- Minimum of 8 years of program management experience, with substantial work in NOAA Fisheries or related federal scientific programs.
- Proven track record in federal proposal development and technical writing.
- Strong knowledge of program management practices, including budgeting, reporting, and resource management.
- PMP certification or equivalent (highly desirable).
- Exceptional communication and interpersonal skills, with the ability to build trust with clients and government stakeholders.
- Familiarity with NOAA’s scientific goals and the broader Fisheries domain.
