Qualifications
- Minimum of 7 years of experience in SCADA system management or a related role, with at least 3 years in a leadership role
- An equivalent combination of education and experience, which provides the required skills, knowledge and abilities, may be substituted for the required education and experience
- Strong technical knowledge of SCADA systems, including software and hardware components
- Proven experience in team management and employee development
- Excellent project management skills
- Strong communication, problem-solving, and decision-making abilities
- Ability to work effectively under pressure and manage multiple priorities
- Strong understanding of SCADA system architecture, protocols, and communication technologies
- Must possess and maintain a valid State of Florida Class E Driver's License
- Proficiency in major SCADA software platforms (e.g., Wonderware, GE Proficy, Siemens WinCC, Rockwell Automation)
- Experience with programming languages used in SCADA systems (e.g., Python, C++, ladder logic)
- Knowledge of networking principles, including TCP/IP, VPN, firewalls, and Ethernet
- Experience with database management systems (e.g., SQL Server, Oracle)
- Familiarity with PLCs, RTUs, HMIs, and other industrial control hardware
- Master’s degree in a related field
- Prior experience in a leadership role within a utility or industrial environment
- Additional certifications such as Project Management Professional (PMP) or Certified Automation Professional (CAP)
- Strong project management and organizational skills, with the ability to manage multiple projects simultaneously
- Excellent communication and interpersonal skills, with the ability to effectively lead and collaborate with cross-functional teams

Responsibilities
- The SCADA Department Manager is responsible for leading and managing the SCADA department, focusing on operational excellence and employee development
- This role requires a dynamic leader who can inspire and develop a team of SCADA professionals while ensuring the efficient operation and maintenance of SCADA systems

- Leadership and Team Management:
- Lead and inspire the SCADA team, fostering a positive and collaborative work environment
- Set clear performance expectations and conduct regular performance reviews
- Identify and address skill gaps, providing training and development opportunities
- Mentor and develop team members, encouraging continuous learning and professional growth
- Operational Excellence:
- Oversee the daily operations of SCADA systems to ensure high availability, reliability and efficiency
- Develop and implement standard operating procedures and best practices
- Monitor system performance and implement improvements as needed
- Coordinate with other departments to ensure seamless integration and functionality of SCADA systems
- Employee Development:
- Develop and implement a comprehensive employee development program

- Project Management:
- Manage SCADA projects from inception to completion, ensuring they are delivered on time and within budget
- Develops and manages projects by creating scopes of work; reviewing engineering designs and contractor submittals; leading pre-bid meetings; and attending project meetings
- Collaborate with project stakeholders to define project scope, objectives, and deliverables
- Monitor project progress and adjust plans as necessary to meet project goals
- Coordinate with vendors for system upgrades, maintenance, and support services
- Maintain comprehensive documentation for all SCADA systems, including schematics, configurations, and procedures
- Stay updated with the latest advancements in SCADA technology and industry trends
- Provide technical guidance and support to the team
- Develop and maintain standards for SCADA system and ensure application to capital upgrade projects
- Ensure compliance with industry standards and regulations
- Communication and Collaboration:
- Serve as the primary point of contact for SCADA-related inquiries and issues
- Collaborate with internal and external stakeholders to identify and resolve technical issues
- Communicate effectively with senior management, providing regular updates on SCADA operations and projects
- Budget Management:
- Develops, manages and submits budgets to Senior Management; maintaining five-year capital improvement budget; reviewing previous year budget expenses; submitting budget forms; obtaining quotes; inputting requisitions and process invoices in the Financial Information System
- Monitor expenses and optimize resource allocation to ensure cost-effectiveness
- Bachelor's degree in Electrical Engineering, Computer Science, Information Technology, or a related field
