Role:
The Civil Operations Partner – Land is responsible for executing Leadership of the Project Management Office (PMO), which defines and maintains standards for the Land Development Platform across our clients' markets including Enterprise Environmental Factors (EEFs) and Organization Process Assets (OPAs). The PMO monitors execution of the Land Development platform for compliance with approved standards. The EEFs and OPA’s are the source of documented standards, guidance, and metrics in support of consistent execution of the Land Development Platform across all markets.
The PMO supports strategic market approach (lot supply by price bands and submarkets) and strategic project management practices through facilitation of planning sessions and monitoring of project execution. The PMO collects, processes, and shares information through consistent reporting on project management data to be used by Centralized Services and Executive Services.
The PMO provides vital Centralized Services functions in support of markets including risk underwriting, scheduling support, estimating and procurement support, contract administration, project financing support, project close-out services, as well as documenting engineering and landscaping design standards. The PMO also provides support through risk underwriting, land capital, asset management, enterprise technology interface, and accounting interface.

Responsibilities:

-Performs Due Diligence and Risk Assessment Review through consistent review of due diligence tasks completed by market land leaders to ensure completeness and provide recommendations on risks associated with each project
-Leads scheduling Project Specialist who provides scheduling insight and best practices in collaboration with market land leader
-Facilitates workshop meeting on each project with market land team members, contractors, and scheduling administrator to ensure disciplined thinking related to schedule details
-Leads Senior Project Specialist in providing estimating, procurement, and contract administration services to market land teams; establishes and maintains database of historical unit costs for analysis and comparison across markets and then utilizes insights from current projects to support improvements in accuracy of project budgets
-Monitors and reports on lot delivery progress against budget by interfacing with equity and debt capital providers for PMO related information and analyzing data to provide Land Development summary reporting and forecasting for capital providers and appraisers including proposed and existing projects
-Leads Senior Project Specialist in project close out services by applying judgement and effective direction on navigating interface with municipalities
-Reviews surety requests by markets and present to surety providers and monitors and provides summarized progress reports against outstanding sureties
-Develops, documents, and maintains standardized engineering, entry, and common area standards and designs to be executed by design resources
-Provides summary reporting from markets to Centralized Services and Executive Services with a goal of information integrity and distribution: Project status and information is accurate and available to the organization; also identifies areas where data integrity standards are not being met and facilitates and assembles consistent reporting on project status to be used by Centralized Services and Executive Services
-Leads the scoping of technology solutions in support of the integration of project information including scheduling and financial data/projections
Interfaces with accounting and finance team on structure of job cost reporting and cost to complete in support of market land teams
-Leads the development of market land team members on the operational process assets of land development
-Reviews Internal On-boarding of new Land Trade Partners: defines and reviews qualifications of new Trade Partners
-Performs other duties as needed or required
Results/Accountability:
Ensures team congruency with SCA
Ensures leadership congruency with Culture, People, and Platform (CPP) and TNL Platform
Ensures there is synergy between the PMO and market land leaders in the various services that the PMO provides to them and that they provide the PMO
Facilitates the weekly Executive Land Committee project review meeting, provides insight, and recommendations
Leads weekly Land Operations meeting to design and document EEFs and OPAs in support of the Land Development Platform
Leads the weekly Land Development PMO/Platform meeting for Market Land Leaders; reviews work performance reports, issues, and risks; provide training on EEF’s and OPAs
Facilitates the creation and revisions of project charters and contracts by the market land leaders and reviews to verify compliance with EEFs, OPSs, and strategic goals and budgets prior to Executive approval
Qualifications:
-Bachelor’s degree
-Ten or more years of experience in residential, commercial, institutional, industrial, or infrastructure development project management
-Five years of supervisory experience required
-Project Management Certification preferred (PMP or CAPM)
-Proficient in Office 365 including Excel and QuickBase
-Valid driver’s license, current automobile insurance and reliable personal transportation for daily local travel and biweekly travel in other markets as required
