Job Summary
Manages the development of projects designed in teams to support large capital and major maintenance modification projects across the Enterprise. Responsible for managing one or more projects within the constraints of scope, quality, time, and cost to deliver products to specified engineered requirements and meet customer satisfaction. The complexity and logistics of these projects include budgets typically valued at $20-$180 million. Complexity is about the many interfaces each project may include civil engineering, structure modifications, plant control systems (which regulate mechanical systems), cost systems, traffic logistics, and water reverse osmosis.
Key Accountabilities
- Provides engineering leadership to multiple intermediate-to-large-sized capital projects and/or multiple small projects; leads an engineering team consisting of a Scheduler, Planner, Project Sponsor, technical and administrative personnel.
- Primary liaison for Major Enterprise Projects organization to address issues and primary interface to resolve engineering design problems including civil, structural, environmental, air & water, mechanical, and electrical engineering.
- Manages the design development of a construction, renovation, alteration or maintenance project from the Conceptual Phase prior to PAT Level-I approval (receiving budget and approval) through to the completion of installation, testing and commissioning into service, which includes scope, budget, quality and schedule controls.
- Ensures all project requirements and/or objectives are properly documented in the Executive Summary/scope document and vigorously pursued via regular reporting, forecasting final testing, reviews and audits within Project Management, thus implementing improvements promptly.
- Manages communication and risk management planning, preliminary schedule development, scope development, and information distribution to secure engineering support compliance with safety, environmental and other regulatory requirements. Also provide certified drawings for permits.
- Manages engineering costs and project scope change control of engineering activities throughout the lifecycle of a project. Authorize conceptual scope review, definition and forecasts, obtain PAT Level-I approvals and support Project Managers in obtaining additional APT approvals for all assigned projects.
- Manages the design specifications and procurement of long-lead time or engineering design equipment and materials to provide daily management of all of aspects of design including estimating of design, estimating and scheduling activities working with design engineering, contractors, and/or vendors. Executes duties as contract administer for A/E, long-lead delivery and engineered items.
- Integrates project design and initial construction plans with Supply Chain, Client, and Project Manager to ensure coordination between engineering, procurement and construction.
- Provides technical support to the Manager of Project Engineering Major Capital.
- Collaborates with Sr. Analyst Document Control to ensure all engineering documentation is updated and accurate for all new construction and as-builds.
Minimum Education & Experience Requirements
- Bachelor's degree in engineering, engineering technology, or select physical sciences/math and the knowledge and capabilities typically acquired through 5+ years in a Project Engineer role for Project level and 7+ years in a Senior Project Engineer role for Senior level of job-relevant experience, inclusive of project management and service agreement, safety, jurisdiction, maintenance, and project issue experience with engineering contractors.

Preferred
- Project and or outage management in a power plant environment
- PMP/PMI certification from the Project Management Institute
- Professional Engineer License from the State of Michigan.
- Utility and Distribution System Experience
- Use of P6 Primavera
- Proficient in Maximo
- Ability to have crucial conversations with support partners.
- Analysis of metrics on project deadlines, budgets, and deliverables
- Experience presenting strategic plans to all levels of leadership, including senior leaders.
