Role: Purchaser
Location: Downtown Austin, TX
Onsite M-F
Duration: 6 Month Contract to Hire
Rate: 27/hr W2
Responsibilities:
- Audits invoices and checks for accuracy, receipt of material, and compliance with purchase orders.
- Tracks the status of requisitions and purchase orders.
- Processes receipts of purchases.
- Maintains various purchasing and procurement reports, records, and files.
- Maintains the Legislative Budget Board (LBB) Contract Database.
- Reviews bids and purchase orders to verify accuracy, terminology, and specifications.
- Assists with conducting a needs assessment to determine requirements for the purchase of goods or services.
- Assists with the distribution of bid invitations to vendors.
- Assists with reviewing and tabulating bids and orders to determine lowest and best bids or bids that provide best value.
- Assists with negotiating settlement complaints and resolving disputes.
- Assists in ensuring compliance with purchasing laws, rules, and regulations established by the Comptroller of Public Accounts.
- Assists with developing solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications.
- Assists with monitoring contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies.
- May attend Historically Underutilized Business (HUB) forums and quarterly HUB coordinator meetings.
Qualifications
- High school graduate or equivalent; and
- Two (2) years of experience in finance or accounting.
Note: Experience and education may be substituted for one another on a year-for-year basis.

- Graduation from an accredited four-year college or university with a degree in accounting, finance, business administration or related major;
- Experience with Centralized Accounting Payroll/Personnel system (CAPPS) Financials;
- Certified as a Certified Texas Contract Developer (CTCD), Certified Texas Procurement Manager (CTPM), or Certified Texas Contract Manager (CTCM); and
- Experience with Uniform Statewide Accounting System (USAS).
