About the Role:
The Air Force Test Center is looking for a Full-Time Civil Engineer or Interdisciplinary Engineer (NH-0810-03/NH-0801-03) to serve as a Facility Planner at the 704 Test Group, 704 Test Support Squadron at Holloman Air Force Base.
In this position you will serve as a facility planner, primarily for the 846th Test Squadron. The 846 Test Squadron works with DoD and other customers to develop, design, and execute high speed rocket sled ground tests that simulate selected portions of the flight environment in support of the development of aerospace weapon systems and other flight hardware. The test facility spans approximately 30 square miles and consists of many buildings, roadways, utilities and specialized infrastructure. This position will lead strategic facility planning and requirements management, infrastructure development, and infrastructure resource management to ensure that the 846 TS is positioned to carry out its rocket sled test mission into the future. Responsibilities require organizational leadership, sound judgment and discretion, knowledge of a varied scope of professional engineering and scientific principles, concepts, methods and practices.

Typical 2024 salary range: $86,962-134,435 per year (includes locality)

- At least 5 years of experience in civil engineering and/or infrastructure planning desired.
- At least 3 years of experience leading/managing technical projects desired.
- Proficiency using civil engineering and project management software desired.
Major Duties:
- Responsible for life cycle management of facilities and infrastructure for the 846 TS including associated systems and subsystems. Regularly inspects, surveys, assesses and analyzes facilities to identify and project deficiencies for incorporation into infrastructure maintenance and restoration plans to counteract wear from use and aging and ensure code compliance of infrastructure facilities/utilities. Develops and maintains the 846 TS Campus Management Plan. Prioritizes facility and infrastructure requirements based on risk to mission, life-cycle replacement, and return on investment.
- Plans, organizes, and oversees infrastructure requirements programming for substantial sustainment, modernization, repair, improvement, renovations, and construction projects for real property facilities, including utility systems. Identifies and decomposes user and organizational requirements. Leads teams and oversees the activities of others to ensure programs are successfully implemented. Ensures that requirements are adequately captured in contract Statements of Work (SOWs), architectural designs and technical packages. Produces independent government cost estimates, develops requirements packages, and competes for funding in Air Force corporate processes. Oversees support, service, and maintenance contracts and utility programs as required.
- Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, host/tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, and AF Civil Engineer Center.
Qualifications/Requirements:
- U.S. Citizenship.
- Obtain & maintain a driver’s license.
- Must obtain Practitioner Level Program Management Professional Development Program Certification within four years of hire date.
- Obtain & maintain a security clearance.
- Financial Disclosure Statement (OGE-450) required.
- A professional engineering degree at the bachelor’s level from an ABET accredited institution in civil engineering or a closely related field that meets OPM engineering requirements (
- Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated funds.
- Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
- Knowledge of the principles of planning and program management; standard acquisition regulations, practices, and procedures; other engineering disciplines, scientific concepts, and/or mathematical and statistical analysis.
- Ability to plan, organize, and direct the functions of a team, and confer with co-workers effectively.
