Neos is seeking a Sr. IT Project Manager (Agile, Cloud, DevOps) for a multiyear contract with our client in Austin, TX.
The Senior IT Project Manager will demonstrate expertise in managing large-scale, complex technical transformation projects. This role requires a Project Management Institute Agile Certified Practitioner (PMI-ACP) or equivalent certification, with over 10 years of project management experience and proven leadership in projects exceeding $10 million in budget. The Senior IT Project Manager will lead the planning, execution, and delivery of critical technology initiatives, including cloud migration, Agile at scale, DevOps, and security integration.
The successful candidate will possess deep technical expertise, leadership capabilities, and a track record of delivering high-quality IT solutions in large government software projects.
Key Responsibilities:
Project Leadership: Serve as the lead Project Manager for high-visibility IT transformation projects, with budgets exceeding $10 million. Lead cross-functional teams in the execution of cloud migration, CI/CD implementation, Agile scaling, and data warehousing initiatives. Drive project delivery, ensuring alignment with organizational goals, timelines, and budget constraints. Act as the primary point of contact for stakeholders, providing status updates and facilitating discussions between technical teams and executive leadership.
Agile Methodology: Implement Agile methodologies on a scale across multiple teams, ensuring successful adoption of Agile practices. Provide coaching and guidance on Agile best practices and facilitate Agile ceremonies, including sprint planning, reviews, and retrospectives.
Technology Transformation: Lead technology assessments and strategic planning efforts, ensuring the integration of cloud platforms, CI/CD pipelines, security, and accessibility across development projects. Oversee the migration to cloud-native architectures and infrastructure, ensuring security, scalability, and efficiency.
Team Collaboration: Collaborate with architects, engineers, and other subject matter experts to ensure unified application services delivery, integrated security, and data warehouse solutions. Facilitate cross-departmental collaboration and communication to ensure all project milestones are met on time and within scope.
Risk Management & Reporting: Identify, assess, and mitigate project risks, ensuring transparent communication with stakeholders. Provide detailed project reports, including progress assessments, risk evaluations, and budget tracking to both technical and executive audiences.
Communication & Stakeholder Engagement: Act as the liaison between technical teams and executive leadership, delivering project updates in layman’s terms for non-technical stakeholders. Present technical assessments, strategy recommendations, and project status updates to both executive and technical teams.
Minimum Mandatory Qualifications:
Certification: PMI Agile Certified Practitioner (PMI-ACP) or equivalent certification required.
Experience: At least 10 years of experience as a lead Project Manager for technical implementation projects with a total cost of $10 million or more. At least 12 years of experience in technology assessment and reporting in at least two of the following areas:
- Cloud migration, cloud-native architecture, cloud platforms and infrastructure, containerization.
- CI/CD (Continuous Integration and Continuous Delivery).
- Integrated security and accessibility in software development practices.
- Unified Application Services Support delivery.
- Agile at Scale SDL concepts.
- Data Warehousing.
15 years of experience managing large Agile software development projects.
Communication Skills: Strong written and verbal communication skills, with the ability to facilitate technological discussions with both technical teams and executive audiences.
Demonstrated ability to write comprehensive assessments and reports in a way that is easily understandable to non-technical stakeholders.
Team Leadership: Proven experience leading and managing large, cross-functional teams, especially in government and large enterprise environments.
Preferred Qualifications:
Experience working with government agencies and familiarity with government regulations and compliance requirements.
Strong understanding of cloud platforms such as AWS, Azure, or Google Cloud, and hands-on experience with cloud migration projects.
Proficiency with Agile tools like Jira, Confluence, and other project management software.
