Job Description:
A client in Conroe, TX is looking for an Entitlements Project Manager. The Entitlements Project Manager is responsible for managing the entitlements process for residential development projects. This role involves coordinating with various stakeholders, including government agencies, consultants, and internal teams, to secure necessary approvals and permits.
Must Haves:
- HS Diploma or Bachelor’s degree (STEM, engineering, accounting or finance)
- 2-6+ years of experience working for a civil engineering company, OR experience within land development, land acquisition or within the homebuilder industry
- Proficient within Microsoft Office (Excel preferred)
- Strong verbal and written communication skills
- Must be reliable and self-starter

- Homebuilder industry experience or Entitlements PM experience preferred
- Experience working at an engineering consulting firm

- PE License
The day-to-day responsibilities are listed below:
- Oversee multiple projects (5-10) simultaneously, ensuring each progresses smoothly through the entitlement process
- Handle all facets of securing entitlements, including the acquisition of necessary approvals, permits, and all related documentation and preliminary plats for designated projects.
- Meeting with city officials, commissioners, etc to gather all necessary information and documents as well as conducting meetings/presentations.
- Conduct daily management of due diligence activities required for obtaining entitlements from local authorities, which encompasses plan amendments, zoning changes, and preliminary plats.
- Compile and analyze cost data from various departments to construct feasibility budgets, assessing the economic feasibility of each project under consideration.
- Proactively identify and address potential barriers to secure zoning and planning approvals from various governmental bodies in a timely manner.
- Assess consultant deliverables, including scopes of work, Development Agreements, and technical reports, ensuring they meet project requirements.
- Build and maintain relationships with utility providers to ascertain service availability and compliance with project needs.
- Stay informed of local government regulations related to zoning, ordinances, impact fees, and entitlement processes that may affect project outcomes.
- Generate and organize supporting materials such as aerial photographs, maps, and exhibits for project submissions.
- Evaluate grading and construction plans to ensure they align with the company's established standards and practices.
