About the Role:
The Air Force Test Center is looking for a Full-Time Program and Resources Analyst (NH-0301-02) to work at the AEDC, 704 Test Group, 704 Test Support Squadron, (704TSS/TGSH) at Holloman Air Force Base.
In this position you will serve as a strategic partner in the formulation of the 704th Test Group's human resource strategies, as well as, in the implementation of those strategies through human resource activities such as recruiting, hiring, training and rewarding personnel. You will provide management support services, written reports, and briefings on civilian personnel programs. You will complete staffing, placement, and position management advisory for over 300 civil service positions across 3 different installations. You will advise commanders, supervisors, and managers on difficult civilian personnel issues including those involving a wide range of professional, scientific, administrative, and highly technical positions. You will advise on hiring policies and procedures and interpret laws, regulations, rules, and local policies for management.

Location: Alamogordo, NM (Holloman Air Force Base)
Typical 2024 salary range: $39,576 - $94,317 per year (includes locality)
Telework Information: Up to 80% telework possible (must reside in local area)
Travel Requirements: Up to 25% travel possible

Major Duties:
- Gather, assemble, and analyze facts; draw conclusions; devise solutions to problems; identify changes and trends; and prepare and present briefings and reports.
- Serve as the organization’s consultant of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in-processing and out-processing employees and comparable actions.
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain security clearance
- Knowledge in human resources, force management principles, concepts, laws, rules, and regulations governing civilian programs
- Knowledge in manpower, federal program and policies, management, and financial/budget/resource management
