Title: Workforce Planning Analyst

JOB DESCRIPTION
This position reports to the Mgr., Workforce Planning Strategy and Movement. In this position, the Analyst Planner is responsible for the short and long-term planning for a special/management rotation as well as to build and maintain a relationship with their Operational Leaders. At the same time, keep and maintain clear and constant communication with their Shipboard Partners. Analyst Planner must have strategies for proper planning and provide short-and long-term resolutions related to workforce scheduling services. These services must meet the operational guidelines from the Operational Leaders in Hotel/Marine and Fleet Operations Management and provide for the workforce needs of the fleet. Analyst Planner supports long and short-term workforce planning strategies and logistics for functional departments in Fleet Operations. Follows operational guidelines and directives from Fleet Operations and the available SME.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Provides long-term and short-term workforce plans (schedules) for departments and positions as assigned.
• Coordinates logistics for “just in time” sign-on/off, acting as a liaison between Corporate Travel, shipboard management, and external hiring sources.
• Coordinates with their shipboard Staff to ensure readiness as needed.
• Ensures effective communication with SMEs, Planners, Crew Assist, and Post Movement Analysts in workforce planning, succession planning, recruitment, scheduling, and logistics.
• Complies with applicable rules and regulations, including but not limited to SQM, flag state and port state legislation, collective bargaining agreements, and company policies in all aspects relating to workforce planning.
• Provides complete and accurate employee data in the Human Resources system for assigned departments and positions, including performance data for succession planning.
• Liaisons with Crew Medical and HR regarding shipboard employees on medical leave.
• Liaisons with Shipboard Operations and HR as needed regarding new build preparations
• Performs related duties as assigned. Performs other duties as required.
FINANCIAL RESPONSIBILITIES
Liaisons with the travel and finance team to consider and help implement cost-savvy strategies to minimize capital expenditures.
Required Skills
QUALIFICATIONS:
• Knowledge and experience in business analytics.
• Knowledge of automated human resources and workforce planning systems.
• Previous professional experience in one or more of the following functions: workforce planning, analytics, par level planning, scheduling, and logistics services.
KNOWLEDGE AND SKILLS:
• Knowledgeable of world geography and time differences.
• Knowledgeable of immigration and visa requirements related to seafarers in various geographical areas.
• Applies knowledge of flag and port state regulations related to shipboard positions.
• Understands the general concept of the shipboard organization.
• Ability to apply policies and practices involved in the Human Resources function.
• Know and understand the needs, wants, job skills, and dynamics of the positions/jobs the team works on by meeting with the recruiter regularly.
• Planning & prioritization:
• Determine the necessary sequence of activities and the efficient level of resources required to achieve long-term goals.
• Optimization:
• Proven track record for applying optimization techniques in domains such as inventory optimization, crew planning, manufacturing, and Problem-solving.
• Evaluate a problematic situation and create a resolution based on planning and reasoning. Use logic, judgment, and data to drive decisions.
• Working knowledge of statistical tools to ensure the proper success measures are in place to maintain the integrity of long-term planning/forecasting
• Create and maintain control charts to identify gaps, check if the proper process controls are placed, and measure plan adjustments
• Visualizes, articulates, and solves both complex and uncomplicated problems and concepts and make decisions that make sense based on all available information.
• Quickly learn and apply knowledge, skills, and judgment by assessing and translating information technology into responsive and effective planning solutions.
• Ability to communicate tactfully, verbally and in writing, to gather and relay information in a multinational environment consisting of department heads, managers, coworkers, and shipboard employees.
• Working knowledge of general shipboard functions on a cruise ship and the concept of the shipboard organization. Working knowledge of applicable immigration and visa requirements for seafarers in various geographical areas.
• Working knowledge of applicable flag state and port state regulations related to seafarers’ training, licenses, and certifications as needed.
