Marketing Statement
Under basic supervision, performs technical work in the development and maintenance of the PHA telephone network; oversees telephony integration, and individual and departmental moves, adds, and changes to the telephone systems for the Information Systems Management (ISM) Department.
Annual salary range: $70,964 - $74,400
Qualifications
Education, Training and Experience Guidelines:
Bachelor’s Degree in Information Systems, or a closely related field, or technical school degree in technical communications; AND four (4) or more years’ experience in large telecommunications network systems; OR an equivalent combination of education, training and experience.
Required Knowledge of:
Principles and practices of telecommunications administration, including technical protocols, security procedures, and system components; Federal, Commonwealth, and local rules and regulations governing public housing safety and telecommunications equipment installation, including International Building Code (IBC) standards; Techniques for investigating telecommunications systems failures and operating conditions; Networked telecommunications system environments and device capabilities; Project planning and management principles.
Required Skill in:
Analyzing telecommunications issues, evaluating alternatives, and developing solutions; Reading and applying Commonwealth and Federal contracting rules and regulations; Installing, maintaining, modifying, and upgrading telecommunications systems; Analyzing equipment and system malfunctions, troubleshooting telecommunications equipment, and determining effective solutions; Coordinating the implementation of telecommunications projects; Using initiative and independent judgment within established procedural guidelines; Assessing and prioritizing multiple tasks, projects and demands; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with co-workers; Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS:
A valid Commonwealth of Pennsylvania Driver's License is required
Responsibilities
Administers the operations and maintenance of the PHA telephone system; serves as administrator for wired and analog systems, including local exchange carrier services; does not work with cell phone systems; Modifies and maintains telephone exchange systems, databases, and servers; performs and coordinates individual and departmental moves, adds, and changes to the telephone systems; Acts as project manager and technical advisor for telephone and telecommunications systems, including renovations, network interfaces, and infrastructure development; Manages the installation, configuration, upgrades, updates, and maintenance of audio-visual and telecommunications equipment, including card access and security devices; Manages projects to integrate new technology and equipment; Monitors system functionality; prioritizes, troubleshoots, and repairs telephone problems, and assures the effective performance and maximum up-time of the PHA telephone services; Oversees vendor services and telephony integration to PHA systems; Monitors vendor costs and schedules to verify compliance with contracts and agreements; Evaluates and analyzes telecommunications issues, and recommends solutions; assesses system capacity and utilization trends, and recommends improvements; Meets regularly with ISM operations staff to discuss and resolve priorities, special assignments, problems, resource allocation, and technical issues; Stays abreast of trends and innovations in communication systems issues and policies; Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned.
