We’re looking for a skilled, well-organized, and purpose driven Digital Governance Business Analyst to join the digital governance and policy team at Massachusetts Digital Service (Mass Digital).
Our team’s key objective is to ensure that all agencies across the Commonwealth of Massachusetts government design and deliver transformative experiences and solutions according to our digital policies. This position is a full-time contract opportunity. Remote work options are available; however, preference may be given to candidates available for a hybrid model of reporting, which combines in-office workdays and work from home days as needed. This office is located at One Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday through Friday 9AM - 5PM EST.
Key Responsibilities:
- You’ll help us review domain name intake requests, ensuring that the domain name adheres to the domain policy.
- During intake, you will make project teams aware of the importance of adhering to the requirements and provide them with the necessary understanding of these requirements.
- You will ensure that the project team’s expectations are managed by clearly articulating our process to release a site to production.
- Once the team completes user testing, you will organize and assess the site to ensure policy requirements are adhered to.
- Working closely with content, design and accessibility teams, you will provide a prioritized list of all issues to the project team and collaborate with the team on a plan to remediate.
- You will assist in managing all requests, with current updates.
- Promote policies and procedures and the importance of digital governance.
- Provide logistical support for review process.
- Continuously propose new ideas for improving efficiency to streamline the assessment process.
- Contribute to the development of digital governance and policy playbooks and enablement materials.
Qualifications:
- Two (2) to five (5) plus years of direct experience assisting with or implementing digital service standards and policies.
- Two (2) plus years of relevant technical experience contributing to the development of digital sites, and familiarity with concepts such as design, plain language, DNS, SSL and WCAG.
- Two (2) plus years of experience with project and process management in an Agile product environment is desired.
- Excellent communication and interpersonal skills – comfortable engaging with project teams, as well as collaborating with cross-functional teams to enable digital service delivery.
- Ability to understand where processes can be improved and working with teams to improve.
- Strong ability to support and work programmatically across multiple workstreams.
- Familiarity with emerging best practices in digital services.
- Experience with and skilled in the use of various digital tools (e.g., G Suite, Browserstack, ServiceNow, Atlassian (Confluence and Jira), MS suite of products, etc.) to support various aspects of digital governance.
- Familiarity with ANDI, WAVE and Drupal Editoria11y Content Accessibility Checker a plus.

The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.

Mass Digital has established its track record of delivery through recent work with the Department of Family and Medical Leave (DFML) and during the COVID-19 pandemic. We helped DFML launch the Commonwealth’s first digitally native service, Paid Family and Medical Leave and PaidLeave.mass.gov. During the pandemic, we supported the Department of Unemployment Assistance in expanding their capacity to process unemployment claims in multiple languages and designed content for rapidly evolving pandemic unemployment benefits. We also supported the Department of Public Health and Command Center in launching and operating the state’s vaccine preregistration system.
We’ve now turned our attention to implementing a vision of statewide digital experiences that are more accessible, inclusive, streamlined, and secure: the Commonwealth Digital Roadmap. Our roadmap calls for transforming state services so that they meet the diverse needs of the people we serve. We’ll achieve this through initiatives to create a single identity and profile for users of Commonwealth services, expand and harmonize channels of communication, and improve people’s holistic journeys and integrated experiences across different state services. We are designing and developing new products and services, establishing new policies and standards, and building capacity within agencies. To make this vision a reality, we are expanding our Experience Design and Research Team.
