WORK OBJECTIVE:
Performs complex technical activities for the development and maintenance of the Broward County Clerk of Court’s (BCCOC) business applications, related projects, and internal systems. Work involves project management, vendor relationship management, and coordinating with internal divisions and external partners. Analyzes systems and their applications, and serves as a technical resource on design, structures, and workflows.
ESSENTIAL FUNCTIONS:

- Responsible for application management for the organization, including current and future utilized software; although the position does not write software code, knowledge of software development life cycle, from concept to maintenance, is required.
- Installs and maintains system software for current and future software programs; provides site configuration and administration for assigned software products and associated databases
- Performs advanced data and transactions related queries against database sources and create or modify stores procedures withing new or existing applications.
- Develops and manages project plans and schedules for new and enhanced system implementations
- Manages the complete development quality assurance process
- Develops implementation, communication, and training materials for users, maintains technical specifications as needed, and transfers knowledge to other departments as required.
- Develops, maintains, and documents all changes for system upgrades.
- Develops and maintains templates for technical documentation on systems
- Supports and enhances existing applications, with assistance from vendors, in compliance with specifications and standards; reviews and revises standards and document changes
- Runs reports including but not limited to, audits, usage, and management reports; analyzes system performance and resource utilization
- Reviews and analyzes program logic, screen layouts, and reports to support process workflows for development of new and enhanced systems
- Troubleshoots enterprise applications for both reactive and proactive problems, preparing problem reports, investigating root cause, documenting known errors, and recommending workarounds and fixes
- Participates in analysis of new systems and recommended upgrades
- Consults with appropriate vendors when necessary to solve problems to ensure a satisfactory resolution
- Attends required meetings; works with internal and external partners
MINIMUM QUALIFICATIONS:
Bachelor’s degree in computer science; supplemented by four (4) years of experience in IT applications, system deployment, and project management, or an equivalent combination of education, certification, training and/or experience.
Strong technical background and experience in Database technologies, MS SQL, and Microsoft server-based environments. Advanced SQL Language Skills.
PREFERRED QUALIFICATIONS:
Five (5) years of experience including at least two (2) years of ERP application development experience, Microsoft Certified: Azure Administrator Associate, Certified Associate in Project Management (CAPM), Microsoft Server and SQL related certifications.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Advanced knowledge of enterprise content management ERP applications and databases
- Familiar with server installation, administration, and maintenance
- Knowledge of data mining, analysis, modeling large-scale and complex datasets
- Skill in the user of report writing and business intelligence tools
- Skill in managing external vendors and internal departments with troubleshooting issues and supporting business process owners and subject matter experts
- Advanced Skill in SQL, SQL database management, JAVA script, and HTML
- Skill in adapting to a changing work environment, competing demands and ability to deal with frequent changes, delays, or unexpected events
- Ability to formulate, initiate, and administer policies and procedures for effective fiscal control
- Ability to align applications information and functionality with business requirements
- Ability to present technology recommendations from a business perspective
- Thorough knowledge of database design, and data security requirements and techniques
- Technically proficient in Microsoft SQL, Stored procedures, and SQL reporting tools.
- Working knowledge of network and PC operating systems, including Windows 10.
- Technically proficient in Windows Server System administration
- Knowledge of one or more programming languages such as NET, MS Visual Studio is preferred.
- Working knowledge of current network hardware, protocols, and standards, including IPv6
- Good project management skills and/or substantial exposure to PMBOK framework.
- Knowledge of information security NIST standards and data privacy practices and laws.
