Title: Outpatient Clinical Program Manager

Over the last 25 years, our multidisciplinary staff of licensed mental health therapists, LCSW’s, LMFT’s, ASW’s, AMFT’s, LPCC, Occupational Therapists, and Psychiatric Mental Health Nurse Practitioners have served more than 10,000 clients. At OTTP we welcome collaborating, autonomy, and exploration of ideas to meet the ever-evolving needs of our clients. Our services include early intervention, community and school-based, workforce development, and after-care services. Clients at OTTP are between the ages 3 to 24. Our interventions include assessment, therapeutic individual intervention, therapeutic groups, psychotherapy, family therapy, employment, and case management. Therapeutic activities are hands-on, engaging, and meaningful to our clients. This is why we say we are “healing through doing.” Our mission is to provide mental health services to empower the youth that we serve to achieve their emotional, educational, vocational and personal goals.
Summary
OTTP-SF, a division of Special Services for Groups, Inc., is looking for an Outpatient Clinical Program Manager to work under the supervision of the Clinical Director to oversee a large portion of OTTP’s outpatient mental health services programs. These Specialty Mental Health Services programs are contracted with the SF Department of Public Health, and services on this program are provided by an interdisciplinary team of Spanish, Cantonese, Russian, and English-speaking providers, including: Psychiatric Mental Health Nurse Practitioners, licensed and registered mental health therapists, and Occupational Therapists. The Clinical Program Manager role includes program management, quality assurance and compliance, clinical supervision of licensed and unlicensed psychotherapists and case managers, and the possibility of holding a small caseload.
Essential Functions
- Co-manage Specialty Mental Health Services contract. Responsible for strategically planning services to ensure contract compliance and to ensure SF DPH and Medi-Cal requirements are met for billing & documentation.
- With co-managers, develop processes for managing client flow, documentation, Epic EMR workflow, manage budget, and more
- With support from Clinical Director, understand and communicate changes in SF DPH policies & processes, Medi-Cal documentation & billing requirements, Epic EMR processes, Education-Related Mental Health Services (ERMHS) policies, and more.
- Represent OTTP-SF in meetings with stakeholders, including SF DPH leads, SFUSD leadership, and more.
- Meet regularly with program team to assess progress, provide guidance, and engage in quality assurance activities
- Provide culturally-attentive individual and group clinical supervision for AMFT/LMFT, ASW/LCSW, APCC/LPCC staff, Bachelors level case managers or care coordinators, and/or interns assigned to outpatient mental health services program, including supervision of hours toward licensure
- Onboard and train new clinicians
- Using Epic EMR, review Medi-Cal billing errors and support clinicians in making corrections
- Manage psychotherapy referrals, including ERMHS referrals and assign cases
- Provide treatment (therapy and intensive care coordination) to youth in the community and on-site at schools, including completion of culturally-responsive assessments, treatment planning , and ongoing therapy or referrals for appropriate services
- Maintain client files and complete documentation in a timely manner
- Encourage involvement in agency advocacy efforts to end racial and social injustice
- Work closely with the Administrative Team to ensure Agency operations run smoothly
- Other duties as assigned
Minimum Qualifications - Knowledge, Skills and Abilities Required
- Active LCSW, LMFT, LPCC license or Licensed Psychologist in good standing with California Board of Behavioral Services
- Meets all California Board of Behavioral Services requirements to provide clinical supervision hours to ASWs, AMFTs, and/or APCCs.
- Strong program management skills
- Excellent clinical skills and clinical judgment
- Strong organization skills and excellent attention to detail
- Ability to take initiative and follow through on directions with minimal supervision
- Excellent communication skills in verbal and written form
- Experience using Electronic Medical Records systems, preferably Epic EMR, and solid computer skills (eg Excel, Word, Windows/Mac OS, Adobe Acrobat, Google Workspace, etc)
- Verification of Employment and background check
- TB clearance required every four years.

Non-Essential Qualifications-Knowledge, Skills and Abilities:
- Bilingual Spanish or Cantonese highly preferred
- After hours work may be required
Supervisory Responsibilities:
- Supervises AMFT/LMFT, ASW/LCSW, APCC/LPCC and Bachelor level care coordinators assigned to outpatient mental health programs.
- Provides clinical supervision toward licensure hours for AMFT, APCC, ASW clinicians
- Conducts performance evaluations, reviews timesheets for supervisees.
Environmental Conditions: (Working Conditions):
- This position entails working in the OTTP-SF office as well as with clients in their schools, homes, and in the community.
Physical Requirements: This position entails sitting, standing, and walking.
