Job Title: Project Manager

Location: Remote in the State of Texas
Overview: A leading government agency is seeking a highly skilled Project Manager 2 with a background in managing large-scale enterprise implementations. The Project Manager will be responsible for planning, budgeting, overseeing, and documenting the development and implementation of modifications and enhancements to a Financial Data Warehouse. The role requires hands-on project management for Agile teams and an understanding of industry-standard PMI frameworks and methodologies within Agile organizations. The successful candidate will coordinate with key stakeholders, manage project documentation, and ensure smooth communication between technical teams and business clients.
Responsibilities:
- Oversee the entire project lifecycle, including planning, budgeting, and documentation of multiple projects.
- Implement standard project management practices for Agile (Scrum) teams.
- Create and manage project charters, work plans, and other project documentation.
- Collaborate with multiple stakeholders to ensure business and technical objectives are met.
- Provide technical support during regular business hours and on-call as necessary.
- Communicate effectively with both clients and IT teams to translate technical designs and business processes.
- Develop presentations and project updates for leadership and oversight entities.
- Ensure projects are completed on time, within scope, and within budget.
Minimum Requirements:
- 6 years of Project Management experience for large-scale enterprise implementations.
- 6 years of experience managing projects for Federal or State agencies (or similar).
- 3 years of experience working in Agile (Scrum) environments.
- 3 years of hands-on development experience.
- 3 years of experience with Jira project management software.
Preferred Qualifications:
- PMP Certification (Preferred).
- 1 year of experience with government related Project Delivery Framework.
- 1 year of experience with data warehouse applications and database reporting features.
- 1 year of State Procurement and Contracting experience.
Skills:
- Strong leadership and project management skills.
- Excellent communication and stakeholder management.
- Ability to comprehend and communicate complex business processes and technical designs.
- Proficient in creating project artifacts, including charters, work plans, and progress reports.
- Agile (Scrum) project management experience.
- Familiarity with Jira for tracking project progress and tasks.
