Overview:
We are seeking an experienced Senior Acquisition Specialist to support the planning and execution of procurement and contract actions for Product Lead Strategic Spectrum Warfare (PL SSW) programs. This role offers growth opportunities on a dynamic team within the Electronic Warfare & Cyber (EW&C) program, which delivers advanced warfighting capabilities using cutting-edge cyber technologies and agile development.
Key Responsibilities:
- Provide expert guidance on acquisition planning, contracting, and procurement for PL SSW programs.
- Assist program managers with contract management, acting as a liaison with major contracting commands, covering a range of contract types (engineering, R&D, production).
- Plan and execute cost-reimbursement, fixed price, and incentive-based contracts, addressing challenges such as unsolicited proposals, technology insertions, and small business considerations.
- Apply procurement regulations and principles to support pre- and post-award actions and ensure alignment with acquisition milestones.
- Lead development of Acquisition Requirement Packages (ARPs), including Performance Work Statements, Statements of Work, and Acquisition Plans.
- Conduct market research and advise on procurement strategies, proposal evaluations, and source selection criteria.
- Manage contract actions in the Procurement Portfolio Management Tool (PPMT).
Requirements:
- 10+ years of experience in contract development, acquisition documentation, and managing federal/Army contracts.
- Expertise in ARP development and knowledge of DoD 5000 acquisition processes.
- Strong interpersonal and communication skills, with the ability to work in multi-functional teams.
- Skilled in interpreting contract requirements and applying regulations to resolve performance issues.
- Proficiency with MS Office (Word, PowerPoint, Excel).
- Ability to self-manage, prioritize tasks, and maintain customer/vendor relationships with tact and diplomacy.
- Top Secret Clearance
Preferred:
- Bachelor’s degree in Business or a related field (or 4 additional years of experience).
