The Project Manager will lead the implementation of the Hyland OnBase document management system across 13 state operated healthcare facilities, ensuring seamless integration with the Epic EHR system. The ideal candidate will have experience managing large-scale IT projects in healthcare settings, particularly in document management and EHR integration, while adhering to regulatory and compliance standards. The Project Manager oversees the implementation and integration of third-party applications as part of Epic EHR implementation program. This role will involve working closely with cross-functional teams, facility stakeholders, vendors, and state regulatory bodies to ensure the successful delivery of the project. Reports to the EHR PMO Manager and EHR Program Director.
Key Responsibilities
Management Responsibilities:
- Work closely with the EHR Program Director, EHR PMO Manager, Application Manager, and other project managers to coordinate activities.
- Ensure coordination and communication between NCDHHS and the Office of the State Chief Information Officer (CIO), Department of Information Technology, and the DIT/Enterprise Project Management Office (EPMO)
- Must have 7-years’ experience implementing Hyland OnBase for Large Healthcare Organizations which includes Inpatient and Ambulatory:
- Hyland OnBase Integration to the Epic EHR Modules (Cadence, Prelude, CareLink, MyChart, Resolute)
- Understanding of Pre-visit Documentation Management, Registration, Clinical Records, Hospital and Professional Billing Services
- Demonstrate experience reviewing manual clinical and business workflows and translating into future state standardize electronic workflows.
- Experience with HL7/API Interfaces and third-party e-faxing software
- Knowledge of end user scanning devices
- Experience with other Health Information Technology (HIT) projects with an emphasis on clinical information systems, and healthcare application interoperability
- Knowledge of relevant privacy regulations such as The Privacy Act, Freedom of Information Act and HIPPA law and 42 CFR Part 2
- Experience in behavioral health-based setting preferred
- Highly proficient knowledge of PMI standards for project management is required, experience with Waterfall and Agile methodologies preferred
- Develop and maintain integrated project plans according to State and NCDHHS IT project management methodology; must have experience with Microsoft Project, MS SharePoint, and MS Visio
- Maintain the scope, schedule, and quality of the project in their specific application areas
- Must have In-depth knowledge of IT project management, IT project budgeting, costing, QA methodologies, processes, and standards
- Familiarly with IT procurements and vendor/contract management
- Advise and coach team members by providing guidance on project issues, key success factors of the project, and lessons learned

- Identify and manage issues and risks, assuring appropriate resolution/escalation and mitigation strategies are documented, and status tracked
Core responsibilities:
- Guide workflow designs, system build and test, and analyze other technical issues associated with various vendor applications
- Serve as a liaison between organizational needs, third-party vendor staff, and Epic implementation staff
- Work with Epic representatives, third-party vendor staff, organization, and end users to ensure the system meets the organization's business needs regarding the project deliverables and timelines.
- Oversee data migration from legacy systems to OnBase, ensuring data integrity, security, and regulatory compliance throughout the process
- Develop an understanding of operational needs to help set the direction for the organization's workflows with the vendor
- Develop project plans and project artifacts
- Develop and maintain MS Project Schedules and budgets
- Assist as a stakeholder support liaison for their applications areas assigned
- Identify issues and work with the team to troubleshoot
- Maintain regular communication with Epic and third-party vendor staff representatives, including participating in weekly project team meetings
- Participate in the coordinating of training for end users
- Support Epic and third-party vendors with coordination of system and end user testing.
- Review the status of projects and issues on an ongoing basis with leadership.
- Hold weekly communications with team members to discuss the status of deliverables, shared issues, end‐user concerns, budget, and upcoming milestones
- Develop reports for executive management review, and effectively communicate project status and deliverables to leadership

Qualifications:
- Education:
- Bachelor’s degree in information technology, Healthcare Administration, Project Management, or a related field. Master’s degree preferred.
- Experience:
- 7+ years of project management experience in healthcare IT, with a strong focus on document management systems and EHR integrations.
- Proven experience managing large-scale, multi-site implementations, preferably in a state or large public health system.
- Certifications:
- Certified in OnBase Workflow Administrator Professional, or OnBase Administrator Professional
- PMP (Project Management Professional) or other relevant project management certification.
