Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only, but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S. government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or as an employee of a U.S.-based employer/company. Functional Purpose
Develops, recommends, and implements large scale realty acquisition projects designed to optimize postal lease properties with responsibilities that include site surveys and evaluations, coordinating site feasibility studies, analysis of alternate
courses / locations, and selection of land and properties.
DUTIES AND RESPONSIBILITIES
1. Coordinates and leads large scale realty acquisition projects: prepares for solicitation of various agreements, conducts negotiations, reviews, analyses and implements requirements. Collaborates with Asset Management, Leasing, Development, Implementation, Legal and Finance as required to complete project objectives.
2. Performs market and real estate research and ensures information is accurate and current; performs and reviews comparative analyses to ensure maximum benefit for the USPS relative to site suitability and community cooperation.
3. Participates in the Community Regulations Requirements (CRR) process, including collaborating with local council and government officials, developing case response letters to upper management and government officials, and responding to appeals as needed. May attend external public meetings and forums that may be political and complex in nature.
4. Collaborates with vendors to oversee the conduct of due diligence surveys and analyses to evaluate prospective leases, replacement quarters, availability of potential construction sites for new facilities and competitive costs associated with various locales. Develops reports recommendations on site selection and schedules to management.
5. Coordinates and communicates with developers, investors, property owners, contractors, representatives of the financial community, industry for alternate courses, locations to optimize postal lease properties, acquisition, development, disposition of postal real estate, and local officials on real estate issues. Makes recommendations to management on appropriate real estate actions.
6. Evaluates, negotiates and determines site feasibility. Facilitates consideration of options such as Alternate Quarters or replacing a leased facility. Ensure due diligence in the evaluation process, including soliciting and reviewing building surveys and studies when appropriate.
7. Analyzes cost data for entry in facilities reporting system. Monitors taxes and assessed values related to new leased facilities and prepares appeals as necessary.
8. Works with the architects and engineers to advise of postal requirements, ensure leased quarters are inspected and the construction of any building, new lease quarters, lease termination tenant build out, and disposals adhere to the contractual obligations. Prepares site utilization plans and recommends final acceptance as appropriate.
9. Provides guidance independent of leadership for increasingly complex real estate issues, clearly articulating to postal authorities, real estate professionals, the general public representatives of federal, state, and local government agencies and other parties of interest, on postal real estate issues.

1. Knowledge of real estate contract law, commercial real estate terminology, and financing methods and techniques.
2. Ability to communicate in writing to prepare correspondence, reports, proposals, and
recommendations for management and contracting officials.
3. Ability to use word processing, data analysis and presentation development software applications such as Microsoft Word, Excel and PowerPoint to prepare briefings, reports and presentations.
4. Ability to prepare and review, evaluate, and analyze proposals for disposal, outleasing,
subleasing, lease buyout, lease renewals and alternate quarters (new leased locations) actions and submit recommendations for management review and approval.
5. SPECIAL CONDITION: Willingness to travel frequently within the assigned territory.
6. Ability to communicate orally to facilitate the flow of work-related information with property owners, contractors, financial and industry representatives, and government officials at all levels on real estate issues.
7. Ability to prioritize workload to generate maximum revenue, costs savings/avoidance and provide feedback as required, direct necessary corrections to any due diligence reports ordered to effectively negotiate in the best interest of the organization.
8. Ability to conduct public meetings to apprise local citizens and officials of the planned
actions regarding their USPS facilities.
9. Ability to coordinate project and program management, providing guidance to other facilities personnel on issues related to real estate.
