This position will serve as a team lead within the Information Technology Solutions Delivery Group. This position assists in the design and delivery of Project Management and Business Analysis functions for Seminole County Government. Responsibilities include ensuring teamwork efforts support the Program Manager and IT Department initiatives and goals. Guides and mentors the Project Manager team members. Builds and maintains strong positive relationships with other groups from within Information Services and the County Divisions. The position will serve as lead on multiple, concurrent IT Enterprise scale investments and initiatives following best practices of the Project Management Institute. This role typically oversees or leads multiple small projects, or at least one large complex project.
Essential Functions

Overseeing activities of the Project Managers within the Information Technology Solutions Delivery Group. Planning and delivery of assigned tasks, evaluating team progress, and facilitating communication within IT and collaboration across all County agencies.
Reviews the work of project team members; ensures work methods meet Seminole County policies and quality standards; provides guidance to project team(s); prepares employee performance goals and evaluations, approves timecard submissions; conducts one-on-one feedback sessions and identifies and implements development actions to improve employee performance and skill base.
Coordinates activities and projects in assigned area; develops necessary project plans, cost estimates, project budgets, work breakdowns and schedules, and project summary descriptions and justifications for department review.
Coordinates project planning with other staff through meetings and shared written and oral reporting and communications.
Works closely with the business and IT leaders, sponsors, and stakeholders to ensure value is delivered from IT investments and compliance with industry standards and best practices.
Negotiate, prepare, and manage participation agreements and other contracts with outside vendors as needed; directs vendor activities in accordance with contract requirements. Manages IT-related vendor relationships on behalf of the County.
Develop and monitor project resources as necessary to complete project tasks ensuring proper and efficient use of Seminole County and other participant resources and smooth coordination with external parties.

Minimum Qualifications
Bachelor’s Degree in Information Systems/Technology, or a closely related field five (5) years of computer and information management experience. Competency may be demonstrated through the complexity, scope, and size of prior project involvement.
Licenses/Certificates: Incumbent must possess a Project Management Institute PMP Certification at time of employment.
Incumbent must obtain a Project Management Institute PBA Certification - within 12 months of appointment to this classification
Seminole County will reimburse certification exam fees with a passing score provided.
Lead or supervisory experience is preferred.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Must possess excellent soft skills and have the ability to effectively communicate with technical staff, business staff, and management.
Experience: Five or more (5+) years of progressively responsible relevant project management work experience in one or more of the following technical areas: financial/economic analysis, marketing and customer research, technical and engineering analysis, or planning and business development to include at least one year in a responsible project leadership role
Demonstrated knowledge of: Project management and business analysis principles and practices; cost control, scheduling, and budgeting principles and practices; performance measurement techniques; proposal preparation techniques; contractual mechanisms and common terms and conditions; accounting fundamentals; management reporting; management control system fundamentals; total quality management philosophies, tools and techniques; practices for reviewing work assignments; safety policies, practices, and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.
Skill To: Lead and review business analysis functions. Manage, plan, and coordinate diverse functions within assigned projects; provide effective reporting to executive management including written and oral communications, presentations, and reports; evaluate and resolve complex technical or management issues within a project; monitor funding for projects; maintain adherence to budget and schedule; negotiate with internal stakeholders; identifying multiple solutions and objectively assess advantages and disadvantages of each; provide coaching, motivation, and skills development to assigned staff; set project goals/objectives and define activities that must be performed to accomplish them; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.
Proficiency in MS Office (MS Word, Excel, PowerPoint).
Knowledge of Microsoft Visio and Access is preferred.
