Job Title: Operations Manager
Full-Time, Direct Hire
Location: Erie, PA (Onsite 5 days per week)
Salary: $120,000 - $130,000/year + Benefits

This locomotive operations teams focuses on the testing and painting/finalization of the locomotive modernization that the Truck/FMI team did. The Truck/FMI team takes the locomotives that have run their course, have been sitting in the yard for a period of time not in use, and they break it down and modernize it. This team has to be sure they are testing and doing the final paint jobs on the now modernized locomotives.
The ops manager will have an MTA which is a materials planner, a Production Supervisor, and a Union workforce that works beneath them (currently 45 – 50 union workers), and a Quality Supervisor.
- Once the trains have been modernized, they are moved to the Final Assembly and Test Plant, there the 15 week testing and paint program begins. 26 tests
- Each locomotive they are working on is anywhere for 4-10 million each, so any given week they are shuffling 30 – 40 million dollars around in their shop.
- There are a LOT of eyes on this team, so the candidate who fits into this role needs to have experience with high leadership and stakeholder engagement that occurs regularly.
- Must be organized, well spoken, a higher level than they need the ops manager for the other team.
- They modernize locomotives from Freight (NS, CSX, BNSF) and Transit locomotive engines (MATA, MNR, NY City transit) They are also working on Battery locomotive engines now that are starting to come through.

How will you make a difference?
As a member of the Final Assembly Test operations group, you will be responsible for efficient Operations and Continuous Improvement of the Final Test area.
What do we want to know about you?
Required Characteristics:
- BS degree in a Mechanical, Electrical Engineering or other Engineering discipline from accredited technical college or university
- 5-7 years of Operations or test experience
- Knowledge and demonstrated application of Lean Tools such as VSM, SMED, KanBan, Heijunka
- Knowledge and demonstrated practical application of Statistical processes, Black Belt, and Green Belt preferred
- Intermediate to Advance skills with Microsoft office applications (Excel, Power BI, SharePoint)
- Knowledge of Project Management, electrical prints, databases, Microsoft applications, and knowledge of Wabtec processes

- Experience with Skills Assessment and technical training processes
- Ability to work with engineering, global labs, and program management efficiently
- Highly organized and close attention to detail
What will your typical day look like?
- Provide leadership of Engineers and Technicians in Final Test to meet engineering and customer requirements
- Hold reviews with supervisors, engineering, EHS, and others when necessary to review and approve proposed functionality or similar changes.
- Specify/Review control and instrumentation equipment needs based on test or process needs in accordance with Instrumentation Leaders vision for the lab.
- Create and sustain qualification processes for hourly test positions, including test development and deployment, certification, and disqualification
- Provide structured updates of projects and testing status
- Capture action items pertaining to above responsibilities to be completed from the Test Request Review meetings and complete them according to priority and timing of the test request
- Support troubleshooting efforts
Must Haves
- Bachelor Degree in Engineering (Electrical or Mechanical preferred)
- 5-7 years of leadership role in operations from manufacturing in either test or painting plants
- 10+ years overall in manufacturing experience
- Lean and LEADERSHIP
Desired Skills
- Testing and lab experience preferred from similar industry
