JOB SUMMARY
The Personnel Department is responsible for recruiting and staffing of skilled craft positions for all company projects. The Personnel Supervisor is responsible for overseeing the recruitment and hiring process of skilled craft workers. This role ensures that the company attracts, hires, and retains top talent to meet the demands of our projects, while maintaining compliance with company policies, labor laws, and industry standards. This position will involve planning, team management, and hands-on recruiting activities to fulfill the workforce needs of Bay Ltd.
ESSENTIAL FUNCTIONS
- Supervise a team of craft recruiters, while providing guidance, coaching, and support to ensure the team meets hiring goals.
- Track manpower requisitions and candidates through internal reports and recruitment dashboards, to ensure timely placement of qualified craft workers to meet project deadlines.
- Assign tasks, set priorities, and monitor recruiter performance.
- Foster a collaborative and efficient working environment, ensuring team members are equipped with the necessary tools and resources.
- Develop and implement recruitment strategies tailored to attract skilled craft workers.
- Maintain working relationships with local craft training centers, local workforce agencies, and Safety Councils.
- Partner with project managers and other stakeholders to forecast labor needs and anticipate future hiring requirements.
- Maintain a pipeline of candidates through proactive recruitment efforts such as job fairs, industry events, trade schools, and networking.
- Ensure pre-employment screening process meets project/client requirement including but not limited to position qualifications, drug screens, background checks, DOT’s and required craft and safety training.
- Collaborate with project teams to understand specific job requirements and ensure that candidates are properly vetted and meet project needs.
- Ensure all hiring practices are in compliance with local, state, and federal laws and regulations (E-Verify, Form I-9s, EEO, FLSA, employment guidelines, etc.) as well as company policies and procedures.
- Monitor recruitment metrics, participate in wage surveys, and provide regular reports to management on staffing progress and challenges.
- Maintain accurate records of recruitment activities in accordance with company and legal standards.
- Collaborate with HR and project managers to implement strategies to improve craft worker retention and reduce turnover.
- Continuously evaluate and refine the recruitment process to improve efficiency, candidate experience, and hiring outcomes.
- Stay up to date with employment/labor laws, industry trends, labor market conditions, and emerging recruitment practices.
- Performs other duties as requested, directed, or assigned
EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor’s degree in human resources, business, or related field required.
- SHRM Certified Professional credential preferred
- Minimum 3-5 years of craft recruiting experience; preferably in heavy industrial construction.
- Minimum 3 years of supervisory or leadership experience preferred.
- Bilingual (Spanish and English) preferred.
- Must possess a current and valid driver’s license and be able to clear background screening

PHYSICAL REQUIREMENTS
- Sedentary work that primarily involves sitting and/or standing constantly
- Will work in an office setting (indoors)
- Ability to ascend and descend stairs using feet and legs.
- Ability to operate a computer and other office productivity
- Constantly perform repeating motions that may include wrists, hands and/or fingers
- Light work that includes moving and/or lifting objects up to 20 pounds
- Ability to safely and efficiently go up and down stairs.
- Work evenings & weekends may be required during high volume hiring
