This work unit exists to implement the Construction Permits program, which includes reviewing, processing, and evaluating air pollution permit applications for major, synthetic minor, and minor sources. Permit application review includes performing an independent and highly technical engineering analysis to estimate emissions of air pollutants. Evaluation of air pollution control equipment is performed in order to determine if the equipment is capable of controlling emissions to a level that will enable the applicant to comply with all applicable air quality regulations and standards. The unit also evaluates emissions offsets; performs basic air dispersion modeling; determines applicable requirements such as PSD, NSPS, and MACT, updates emissions inventories for new and existing sources, and provides input on revisions to regulations and standards as required. The unit provides permit engineering staff, other Division staff, and the public with interpretations, clarifications, and policy guidance regarding air quality regulations, standards, and requirements for stationary sources.
