Job DutiesThe Staunton District's Edinburg Residency is seeking a highly qualified Land Use Engineer. This position can report to the Winchester Business Office or the Edinburg Business Office. As the qualified candidate, you will provide technical review of land development plans consistent with VDOT specifications, standards, policies and procedures and administer the District’s land development activities with stakeholders to include local government, engineering community, developers and other VDOT staff. Specifically, you will:
- Coordinate plan reviews with the district’s responsible charge engineer, project developer, engineer, and local jurisdictions for residential and commercial developments.
- Enter, track, organize and monitor workload and perform all required tasks. Keep multiple project reviews on schedule with limited supervisory assistance. Provide technical reviews for preliminary plans, site plans, detailed construction plans and record plats for residential and commercial developments. Provide technical review for utility plans and other infrastructure plans. Review and comment on plans for land development proposals.
- Ensure files are maintained with complete and proper documentation of project decisions. Ensure design completeness and appropriateness for individual projects. Communicate information both orally and in writing to and from those within and outside of the Department. Develop clear and concise written correspondence. Facilitate and apply presentation skills by conducting and participating in project related meetings.
Minimum Qualifications
- Considerable experience in land development review.
- Experience applying roadway geometric design, storm water management and drainage design and other engineering principles.
- Experience applying access management regulations, subdivision street requirements, entrance standards and road design standards.
- Ability to read, analyze and interpret construction plans, local ordinances and zoning requirements.
- Experience must include the application of civil engineering principles and practices as demonstrated through use of design criteria such as VDOT, AASHTO, FHWA, etc.; design of highway/roadway projects. Knowledge of principals of roadway safety that impact roadway standards and special designs.
- Ability to conduct technical reviews of multiple projects simultaneously, and to investigate and resolve design and project issues.
- Must demonstrate effective communication skills, both verbally and in writing, and ability to establish and maintain effective working relationships with internal and external customers.
- Experience in transportation engineering and roadway design.
- Must be proficient in use of MS Office (including Word, Excel, PowerPoint, Project, Outlook, etc.)
Additional Considerations
- A combination of training, experience or education in land use or civil engineering or related field desired.
- Experience in site planning, design and engineering for land development projects.
- Experience in the application of engineering principles to highway construction projects.
- PE license or EIT certification preferred.
