The ITS & Toll Field Systems Manager will be a self-driven, technically savvy individual with the ability to build and lead effective and capable teams. The ITS & Toll Field Systems Manager is responsible for roadway technology systems from design through operation and maintenance on the tolling project in accordance with all requirements outlined in the Comprehensive Agreement (CA). The ITS & Toll Field Systems Manager will participate in managing and directing contractors to meet these requirements while ensuring the project is implemented on schedule, within budget, and with an optimal design. The scope of the field systems for this role includes the Toll Collection System, Intelligent Transportation System, and Network Communications System. The ITS & Toll Field Systems Manager identifies, tracks, and escalates system and project progress, status, and risks, and reviews recommendations for technical solutions with his or her manager, and will build, develop, and manage the field systems team of in-house and outsourced staff.
Essential Duties and Responsibilities:
- Responsible for Field Systems design and project schedule alignment with the roadway, back office, and related project schedules and designs, to ensure correct and on-time integration of field systems (Toll Collection System, Intelligent Transportation System, and Network Communications System) with all related roadway design components according to project requirements
- Responsible for identifying, tracking, and escalating system/project progress, status, and risks. Reviews recommendations for technical solutions with Chief Information Officer
- Support the Chief Information Officer in managing the different contractors in the design, development, and implementation of all roadside systems for the I-77 project within the milestone dates in the project schedule
- Circulate, evaluate, review and approve the documentation produced by the contractors and technical consultants in order to ensure they meet or exceed all I-77 requirements including Comprehensive Agreement (CA) requirements
- Coordinate and collaborate with the Toll Operations Manager to integrate the back-end Tolling Systems with roadside components, ensuring their logical, functional and technical alignment
- Ensure that all defined software, hardware, and interfaces support the operations and CA requirements.
- Review, evaluate and approve all documentation (including requirements, functional designs, use cases, and test plans, etc.) to ensure compliance with all requirements and identify operational shortcomings and contractual non-compliance items
- Review, evaluate and approve all test cases and test results to ensure compliance with all operational, technical, performance and CA requirements, participating in Factory Testing, Integration Testing, User Acceptance Testing, Performance Testing, and any other defined testing
- Prepare and present oral and written reports on project progress and milestones, project risks and outstanding project tasks to empower senior management in decision making and risk management
- Identify the need for, develop, evaluate, and negotiate change requests to optimize the efficiency and costs of the overall project
- Once in operation, maintain field systems by preparing, implementing and ensuring the correct execution of the Operation and Maintenance plan and all necessary procedures to ensure all operational requirements (including performance and CA requirements) are adequately met on an ongoing basis
- Manage the personnel assigned to operations and maintenance of field systems (i.e. field technicians). This includes resource management including assigning and tracking work activities and schedules, and delegating tasks
- Ensure all assigned personnel have received all required training to carry out their responsibilities, including health and safety training and updates
- Direct the field technicians to perform under the I-77 Mobility Partners guidelines and safety procedures.
- Perform a cost-benefit analysis of alternatives for the operation and maintenance of the field systems. Assist the Chief Information Officer with the procurement of the services outside of the scope of those provided by the field technicians
- Responsible for coordinating the maintenance and repairs of the North Carolina Department of Transportation’s (NCDOT) existing ITS and communication links within the I-77 HOT Lanes Project limits, according to the performance requirements in the CA
- Available on-call as needed to coordinate the repair of field systems and communications failures according to the CA requirements
- Monitor the performance of the field systems for compliance with performance requirements, the CA, and operational procedures, and coordinate with providers and/or internal resources for preventative and/or corrective measures to meet requirements
- Prepare and present reports relating to field systems operations and maintenance as required by internal departments and NCDOT
- Ensure all assigned personnel have received all required training to carry out their responsibilities, including health and safety training and updates. Ensure health and safety policies are understood and complied with
- Performs other job-related duties as assigned

Education & Experience:
- Bachelor’s degree in IT, Computer Science, Electrical Engineering or a related field, the degree may be substituted by experience above the stated requirements
- 7 to 10+ years of relevant prior technology implementation or management experience
- Experience with hands-on implementation of telecommunications or other technological systems highly preferred
- Project management experience with coordination of teams or field crews in a technology environment preferred
Professional Qualities:
- Effectively oversee, manage and delegate a team of approx. 1-5 field technicians
- Effectively manage tasks, deadlines, and individuals through vendor contracts
- Ability to interact with colleagues in a self-managed team structure
- Must be able to multitask, problem solve and implement innovative processes within a fast-paced environment
Computer Skills:
- Strong knowledge of IT network communications and systems
- Must be able to demonstrate computer proficiency, especially as to Microsoft Excel, Word and PowerPoint and other PC based programs
