Position Summary:
Provides project management, engineering, design, and analysis capabilities to support multiple projects and programs, by taking an active role in research, design, steering and execution of a project, thereby contributing to its success. Drives projects from concept to delivery through related decision gates, using a combination of engineering, team leadership, analytic and process discipline skills. Works with multiple internal and external stakeholders to evaluate alternatives and balance project goals with overarching business financial and capital efficiency objectives. Champions continuous performance improvement and leads internal process improvement and planning optimization initiatives when required.
Key Responsibilities/Duties:
- Serve as Project Manager on assigned projects and develops solutions for execution
- Clearly articulates the business case for projects and continually evaluates options and trade-offs to support management decision making
- Leads internal improvement initiatives, working with cross functional teams
- Coordinates with external service providers to align scopes and responsibilities, maintain accountability, challenge performance and collaboratively deliver projects to completion
- Liaises with external stakeholders as needed for collaboration, permitting, and other project requirements, including but not limited to federal (e.g., USACE, EPA); State (e.g., TxDOT, TCEQ) and local (e.g., MPO, county engineering groups, local communities)
- Apply design knowledge in areas of expertise, for example power distribution, grounding, lighting, control systems; structures and loads; utility systems; process and performance improvement; and related equipment specification and selection
- Incorporates and integrates multiple areas of expertise including civil, structural, systems, electrical, utilities, information technology as well as operations, commercial and financial viewpoints
- Review specifications, drawings, and vendor equipment documentation from both within the discipline as well as from other disciplines for compliance with project requirements
- Complete projects and ensure receipt of quality specified deliverables required (e.g., 30-60-90 design sets; structural drawings; electrical equipment list and system diagrams; draft bid packages; etc.)
- Applies understanding of service providers capabilities, utilization, workflows and business models to ensure optimal productivity and value received during projects
- Tracks and regularly reports progress for all projects; highlights deviations from plan for course correction action, ensuring projects are completed on time and within budgets
- Analyze complex engineering problems and offer effective resolutions
- Perform analysis and calculations, conduct studies and prepare reports
- Ensure adherence to industry codes and standards
- Communicate in a technical manner with clients and vendors, and situation-appropriately with other audiences
- Lead specific projects supporting project portfolio and as required for organizational performance and process improvement

Education/Experience:
- Bachelor's degree in an Engineering discipline from a public or accredited private academic institution required, advanced degree or related certification a plus
- 2-4 years of related professional engineer experience required
- Licensed Professional Engineer, or on track to PE strongly preferred, although we will consier non-licensed engineers
- Previous experience working with structural or electrical design and construction, and will be experienced in large industrial scale civil structures and/or electrical, utility and power systems
- Experience with project implementation, construction and systems installation, and knowledge of related service providers and their processes a plus
- Experience in an engineering / industrial systems operating environment a plus
Knowledge, Skills, Abilities and Behaviors:
- Knowledge of engineering and design concepts for civil/structural and/or electrical areas, and be familiar with applicable codes, standards and acceptable industry practices
- Knowledge of the design and preparation of plans and technical specification writing for engineering projects
- Knowledge of construction techniques and sequences
- Knowledge of workflow and business process documentation and re-engineering practices, quality improvement, performance improvement, Lean and related practices
- Knowledge of the engineering and design services industry, capabilities of firms that support civil, structural and electrical works projects, and their business models
- Knowledge of port relevant stakeholders and related permitting and contracting processes, including USACE, TCEQ, TxDOT, county engineering groups, and/or others
- Understanding of common industry practices regarding front-end-loading, FEED, and stage gate decision processes
- Understanding of industry and manufacturer’s testing procedures
- Understanding of engineering specifications with related civil and end/or electrical systems, processes and machinery / equipment
- Organization, time management and prioritization skills
- Ability to read construction drawings and building codes and evaluate product technology by reviewing trade journals and manufacturer’s recommendation of materials
- Ability to collaborate and work well with multiple functions and technical disciplines
- Ability to concentrate and observe details while being interrupted
- Ability to meet deadlines on routine basis
- Ability to communicate clearly and at appropriate levels of detail with Engineers, consultants, surveyors, Port Houston executives and other staff, outside government entities, and members of the public
- Ability to perform written calculations and produce project documentation
- Ability to establish and maintain effective working relationships and lead project teams
- Ability to work without extensive direction/supervision in managing aspects of a project
- Must exhibit a proficiency in oral/written communications in English
- A current, valid Texas driver's license is required
- A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment

Physical Demands:
Light Work – Exerts up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
