Job Title: Proposal Writer - Housing Development

Job Description:
The ideal candidate will be responsible for creating and writing various types of user documentation, including how-to guides, manuals, references, or instructions. This candidate should have strong communication skills that enable them to explain complicated concepts in a simple manner. This individual will also frequently meet with customer representatives to understand the required content.
Responsibilities
· Work with the client development team to evaluate the feasibility of proposed development and revitalization projects and to establish financing plans for these projects.
· Prepare and file applications for funding for the client development and revitalization projects including applications for low-income housing tax credits and the Choice Neighborhoods Initiative.
· Work with lenders and other funding agencies to ensure all requirements are met, including reporting and due diligence requirements.
· Monitor and prepare development budgets for each funding source and track project finances.
· Prepare and submit required reports, plans, and proposals as needed to meet the funders’ requirements and to further the client development and revitalization goals.
· Prepare and submit required client plans and proposals for housing development. Such plans and proposals to include demolition and disposition applications; rental term sheets and mixed-finance proposals; designated housing plans, Section 8 Project-Based Voucher required documents; homeownership plans, and other documents as required by client.
· Coordinate preparing and submitting documents required for client mixed-finance development projects. Work with the Authority’s consultants as necessary to prepare and submit required evidentiary documents. Serve as liaison between client and the Authority to assure approval of documents and timely closing.
· Coordinate real estate closings. Review closing documents to assure they represent the Authority’s best interests and agreed upon business terms.
· Establish tracking, reporting, and record-keeping systems to ensure that all projects are monitored and documented in accordance with sound business practices, the Authority’s internal policies, and public regulatory requirements.
