Persistent Systems LLC (“Persistent”) is a growing business that develops Mobile Ad hoc Networking (MANET) wireless tactical networking devices for Government and commercial applications. The devices are typically worn on the person, mounted onto manned vehicles, integrated into autonomous unmanned vehicles, or installed at fixed sites for on-the-move data, voice, video, and situational awareness capability. We are looking for a Pricing Analyst with a keen interest in cost and pricing as well as experience interfacing with proposal development to join our team. You will join our rapidly growing team at Persistent Systems’ New York City headquarters and help to support the successful operation of the company’s contracting and capture functions. This role reports to the company’s Senior Pricing Analyst.
This position offers visibility and requires extensive contact with all proposal team members and subcontractors in the development of Cost proposals. This includes proposal development for ongoing programs, Engineering Change Proposals (ECP’s) and guiding competitive new business pursuits. Activities include planning, guiding, and performing cost and pricing proposal development in accordance with customer requirements and current government regulations, laws, and company policies.
Position Responsibilities
All pricing support functions from pre-RFP activities, including:
- Work with Capture, Contracts, and Program teams on forming, planning, and managing all cost volume development activities such as compiling cost, schedule, and technical elements in accordance with the Request for Proposal (RFP) specifications
- Select appropriate pricing methods, such as PO History or vendor quotes, for each proposal item
- Translate Level of Effort (LOE) into a written Basis of Estimate (BOE) and eventually a cost proposal that will withstand an audit and contract negotiation
- Support reviews with detailed Bills of Materials and Cost Estimating Relationship (CERs) Estimates, including all supporting data
- Ensure compliance with internal and external requirements, including FAR/DFARS, TINA, and certified cost or pricing data
- Develop cost models to support proposals and determine project profitability
- Understanding the Environment: Analyze customer budgets, competitor bidding behaviors, and compliance requirements to recommend pricing strategies
- Negotiation Support: Provide pricing justification during negotiations and DCAA interactions
- Price to Win: Develop a strategy for preparing proposals with a recommended Price to Win
- Managing Pricing Spreadsheets: Oversee awarded pricing spreadsheets and manage internal reporting
- Labor Rate Evaluation: Assist in the annual evaluation of labor rates
- Historical Data Analysis: Research and analyze historical data to suggest process improvements
Minimum Qualifications
- Bachelor’s degree in Accounting, Business or related discipline and minimum 2 years of prior relevant experience
- Experience building out excel workbook templates for proposals and cost analysis
- Able to work both autonomously (self-guided) and as an integral team member in a highly dynamic work environment
- High proficiency in Microsoft Office, including Word but specifically Excel and Power BI
- Must have the ability to obtain a United States Security Clearance
Preferred Qualifications
- Experience developing a path for preparing proposals with a recommended Price to Win
- Experience interfacing with Capture and Program organizations
- Experience working on competitive and sole source proposals in up to $50 Million
The base pay for this role can vary from $75,000 to $85,000 a year based on individual qualifications. Eligibility for yearly discretionary bonus.
