The HR Manager Employee Relations and Development (HR Manager, ER & D) oversees all aspects of the delivery of employee relations and development throughout the organization. This position supervises the Human Resources (HR) Business Partner and Generalist positions, working closely with leadership to ensure the HR Business Partners provide the appropriate level of service and competence throughout the organization. The HR Manager ER & D is also responsible for overseeing the execution of employee-related compliance initiatives and providing timely, meaningful updates regarding the employee relations and development activities to the HR Director. This position develops the training and education strategy for Mountain Park Health Center and plans goals for each year as the organization builds a competitive advantage. They are fully responsible for the training budget and reports the utilization and results.
Essential Functions:
- Develops, implements, and oversees the employee relations responsibilities and program for the organization, including supervising the HR Business Partners’ efforts at facilities, and providing key direction in challenging and atypical employee relations matters.
- Supervises the technical performance, competence, and execution of the HR Business Partner and Generalist positions.
- Incorporates the feedback of facility leadership and other appropriate stakeholders.
- Collaborates with and advises senior leaders, managers, and employees in providing expertise in the areas of learning and development, compliance process, innovation, investigations, employee relations, employee engagement, performance management, alternative dispute resolution, people and culture programs, processes related to Human Resources, and risk management.
- Prepares investigative reports regarding EEO/Civil Rights/Title IX complaints with findings of fact, analysis of credibility, and determination of responsibility on a timely basis.
- Develops and implements policies on various workplace issues e.g., disciplinary procedures, absence management, working conditions, performance management, and equal opportunities.
- Recommends organization-wide compliance programs and standards for HR initiatives to Mountain Park Health Center’s leadership, including the HR Director.
- Develops, implements, oversees, and leads training and development activities, analyzes training needs, and serves as a resource for the organization.
- Advises on pay and other issues, including promotion and benefits; maintains staff records.
- Collaborates in the development of talent strategies based on workforce planning (i.e., succession planning, turnover forecasting, and anticipated organizational changes).
- Travels to multiple locations during shift.
- Maintains regular and predictable attendance.
- Performs other duties as assigned.
QUALIFICATIONS
Minimum Qualifications:
- Bachelor's degree in Human Resources or related field.
- 5 years of experience in a role with progressive responsibility, including responsibilities for employee relations within Human Resources.
- Extensive knowledge of employee relations practices including best practices and strategies regarding employment investigations, discipline, mentorship, leadership, separations, and other employee relations processes.
- Extensive knowledge of full life cycle recruiting and experience with candidate generation.
- Proven success in leading organizational change.
- Understanding the competitive environment, government regulations, best practices within the disciplines, and the organization's related needs and capabilities.
- Strong understanding of employment legislation.
Preferred Qualifications:
- Master's degree in Human Resources or related field.
