Nature of Work
The Regional Market Policy Advisor supports Commission engagement with regional markets and programs concerning wholesale market transactions, transmission planning, and resource adequacy.
Distinguishing Characteristics
- Participate in and follow regional market developments as appropriate and ensure the Commission is current on regional market developments.
- Evaluate developing regional market designs and features that impact the public interest in New Mexico and advise the Commission’s engagement on such matters.
- Support the Commission’s responsibilities on relevant regional committees, such as the Southwest Power Pool’s (“SPP”) Regional States Committee (including staffing the Cost Allocation Working Group), and the Western Energy Market Body of State Regulators, as appropriate.
- Support the Commission’s engagement with transmission policies, including regional and interregional transmission planning processes from the Federal Energy Regulatory Commission’s (“FERC”) Order Nos. 1000 and 1920.
- Examples of regional initiatives the Regional Market Policy Advisor would follow include the California Independent System Operator Corporation’s (“CAISO”) Western Energy Imbalance Market (“WEIM”) and Extended Day-Ahead Market (“EDAM”), the West-Wide Governance Pathways Initiative, the SPP’s Markets+, and the Western Power Pool’s Western Resource Adequacy Program (“WRAP”) and Western Transmission Expansion Coalition (“WestTEC”).
- Work with the Office of General Counsel, the Office of the Hearing Examiners, and other Commission advisory staff, as appropriate, to analyze regional matters that appear in Commission proceedings and provide recommendations to the Commission.
- Engage with stakeholders on regional issues with local significance, as appropriate.
- Support to the Commission may include reviewing tariffs, participating in regional meetings and representing the Commission in such meetings, drafting and reviewing memos, speeches, or portions of orders concerning regional matters, among other duties.
- Complete other duties as assigned.
- This position will require regular travel.
Education and Experience Standards:
Candidates must have either a bachelor’s degree and at least three years of experience in the energy industry, utility regulation, and/or other related professional or technical disciplines OR a master’s degree, and at least one year of experience in the energy industry, utility regulation, or other related professional or technical disciplines.

Salary: $95,000.00 - $128,209.12 per year. Salary based on qualifications and experience. The State of New Mexico offers excellent pension and health care benefits.
