Job Description
The role involves working within the project team to develop and manage subcontracts throughout all phases, including pre-qualification, formation, execution, and close-out.
Key Responsibilities:
- Develop and maintain project subcontract plans.
- Identify potential subcontractors and perform bidder qualifications using company-approved systems such as Avetta, in collaboration with HSE and QA/QC teams.
- Ensure timely receipt of necessary technical inputs from proposals and project technical teams to avoid post-award changes.
- Create and issue RFQs, enhancing the scope of work, technical documents, and project schedule.
- Review RFQ package documents for completeness prior to issuance.
- Analyze proposals and negotiate subcontract terms with support from project and legal teams.
- Lead bid clarifications and negotiations, following company guidelines and procedures.
- Obtain NDAs and MHH agreements from bidders/subcontractors as required.
- Conduct pre-award and project kick-off meetings for subcontracts.
- Prepare the Subcontract Bid Assessment & Recommendation for award (SBAR) in collaboration with the project team, for management review and approval.
- Execute and formalize subcontracts following company guidelines and procedures.
- Ensure that all required subcontractor insurance is in place before work begins.
- Handle formal communications with subcontractors and maintain detailed communication logs.
- Manage overall Change Orders and perform subcontract risk assessments.
- Monitor and review invoices from subcontractors.
- Obtain Lien releases and completion certificates from subcontractors.
- Work closely with the Project Manager/Director and Director of Contracts to prevent and manage subcontractor claims.
- Provide legal support in case of any litigation or claims from subcontractors.
- Prepare subcontractor close-out evaluation forms and ensure timely closeout of subcontract files.
Skills Required:
- A minimum of 10 years of professional experience with contract/subcontracts.
- At least 5 years of experience in engineering/construction subcontracting activities within the oil and gas industry.
- Strong written and verbal communication skills.
- Willingness to travel and perform site visits (up to 25%).
Education/Training/Certifications:
- Bachelor’s degree in Engineering, Law, Business, or a related field is required.
- Master’s degree in Supply Chain or Business is preferable.
Additional Requirements:
- 10+ years of private sector contract/subcontract experience, with at least 5 years in engineering/construction subcontracting for the oil and gas industry.
- The role reports to the Director of Contracts and will oversee all phases of the project subcontract process, from planning and bidder pre-qualification to risk management, execution, change management, reporting, and formal close-out.
- Focus on building strong contractual relationships with subcontractors, ensuring a safe and timely close-out process, and avoiding litigation/claims while safeguarding company interests.
