The purpose of this position is to provide administrative and managerial services to the DeKalb Municipal Association (DMA).This position will also focus on improving municipal governance and operations by providing a range of consulting and educational services; enhance member awareness of and member participation in Georgia Municipal Association (GMA) programs, services and resources.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Serve as DMA’s liaison with DeKalb County Board of Commissioners and county service departments, DeKalb County Board of Education, Chamber of Commerce, Council of Quality Growth, Community Improvement Districts, higher education institutions, and other relevant organizations as well as other local, state, and federal officials.
- Collaborate with GMA Member Services Consultants, Governmental Relations, and other departments to support DMA, its policy committee, Executive Committee, and approved working groups.
- Coordinate and execute meetings to support educational and networking efforts for DMA.
- Identify issues of interest to DMA members through site visits, promote DeKalb cities, and keep city officials informed about DMA and GMA issues and activities.
- Conduct policy research and analysis on issues affecting DeKalb cities.
- Manage special DMA projects and gather information to assess the impact of legislative proposals on DeKalb cities.
- Develop and manage DMA’s annual budget and monitor expenses and revenues to ensure adherence to the adopted budget.
- Provide monthly budget and activity reports to DMA membership.
- Respond to information requests from city officials.
- Represent DMA in presentations at various meetings, workshops, and conferences.
- Provide staffing support for regular DMA membership meetings, DMA policy committee meetings and Executive Committee meetings.
- Develop and post agendas, record minutes for the Executive Committee.
- Plan and manage logistics for meetings, including communication of announcements, obtaining guest speakers, and handling registration/billing for municipal attendance.
- Attend and participate in the GMA Legislative Policy Council (LPC) meetings and weekly LPC conference calls during the legislative session.
- Provides municipal elected officials, city managers/administrators, city clerks, finance officers and other key staff with advice and assistance related to municipal governance and operations, as well as information about services and resources available through GMA, state and federal agencies, professional associations and other organizations.
- Works with GMA team members to plan, prepare and deliver workshops, training courses, symposiums, webinars, online tutorials, conference sessions, publications and other educational programs that promote recommended municipal policies and practices.
- Works with GMA team members to develop and implement strategies to ensure that member cities are aware of and compliant with state and federal laws and regulations.
- Responds to information requests and inquiries from city officials.
- Collaborates with appropriate GMA staff to learn about and market each GMA service and program and periodically review and update informational materials about GMA services and programs.
Qualifications
Bachelor's degree in Public Administration, Political Science, Business Administration or related field; five years experience in local government administration; or any equivalent combination of education, training and experience which provides the knowledge, skills and abilities for the job. Must possess and maintain a valid Georgia Driver's License.
