SUMMARY
The LMS Administrator will work as an integral part of a collaborative Curriculum Development and Learning team responsible for the assessment, design, development, and evaluation of BICSI’s education and training programs. The incumbent must be able to independently oversee, manage and maintain a cloud-based learning management system platform for online learning, training and development. Secondarily, this position must have experience developing entry and advanced level courses using a variety of multimedia technology and authoring tools.

DUTIES & RESPONSIBILITIES
Perform day-to-day administration and maintenance of the Learning Management System (LMS).
• Serve as subject matter expert regarding LMS administration by developing a deep understanding of all components, features, and functions of the LMS and by keeping up to date with industry best practices.
• Enforce standards developed by the team for content delivery through the LMS and suggest improvements to keep pace with the changing of business needs.
• Manage course lifecycle, including creating courses and enrolling users; troubleshooting customer inquiries regarding BICSI Connect content, ensure proper close-out of ILT (Instructor Led Training) courses.
• Respond promptly to member and nonmember inquiries via email, telephone, or other such communication methods.
• Maintain awareness of member needs/concerns.
• Work with IT partners to manage LMS user licenses to ensure compliance with contracted user quantity.
• Work with IT partners and key stakeholders regarding upcoming LMS Release enhancements and manage scheduling, testing and implementation of release into the production environment.
• Manage the Curriculum Development & Learning customer mailbox; and maintain a 48-hour service level agreement for customer response.
Oversee Course Maintenance Cycle including process and schedule.
• Administer Metrics that Matter to analyze L&D metrics and consolidate information, identify trends, recommend course improvement opportunities to Director of CDL, and make necessary updates to courses according to the maintenance schedule.
• Assist with developing and maintaining course maintenance schedule post release.
• Work in conjunction with Customer Care on reported issues to resolve withing 48 hours.
Conduct thorough Quality Check and Quality Assurance (QC/QA) reviews of deliverables for instructional quality and soundness:
• Attend program pilots (Alphas, Betas, and preview courses) for developed content.
• Analyze Level 1 and Level 2 data to determine changes that may be necessary to course content.
• Review and provide feedback to courses through Internal Reviews.
Assist with the planning, analysis, design, development, deployment, and evaluation of learning materials:
• Developing instructional design plans for training programs, including determining project goals, defining objectives, and clarifying content structure within the project's constraints.
• Analyzing content, target audience, job tasks, and learner environment to identify appropriate instructional strategies and define learning objectives.
• Gathering and analyzing input of Subject Matter Experts (SME’s) to develop and modify instructional material.
• Identifying user needs, analyzing, and logically organize complex technical information, and transforming complex bodies of information into professionally designed, engaging and effective programs.
• Creating and establishing curriculum development and deployment timelines.
• Maintain and design content as needed, that include sound instructional design methodology including presentations, self-paced courses, instructor and participant guides, classroom activities, practice exercises, and handouts.

Computer Skills / Thorough knowledge of:

TRAVEL - Up to 5%. Must be able to obtain a U.S. Passport.
EDUCATION & EXPERIENCE
Master’s Degree in Instructional Design or related field
• 1+ years as a Learning Management Systems Administrator
--or—
Bachelor’s Degree in Instructional Design or related field
• 2+ years as a Learning Management Systems Administrator
• 2+ years working with an LMS (uploading SCORM/AICC, testing loaded materials, light troubleshooting of loaded courses)
Preferred, but not required:
• Instructional design experience in the telecommunications/information technology systems services industry
• Experience working with an LMS (uploading SCORM/AICC, testing loaded materials, light troubleshooting of loaded courses)
PHYSICAL REQUIREMENTS
The work environment is a cubical atmosphere, where low to moderate noise or sound will be heard from or made by others sitting around you. It is usually pleasant with minimal loud disturbances.
